SELECTMEN'S REPORT
To the Citizens of Southbridge:
Southbridge throughout 1965 showed a steady growth in many areas. Population increased, employment is high, Main Street and other sections of town show that there is a good climate for renewed and new business activity.
New home construction has increased this year giving the town additional tax revenue. The new houses, of course, do also necessitate the extension of local governmental services such as maintenance of roads, street lights, sewers, fire hy- drants and many others. We are pleased that the growth has been orderly and in the best interests of the community as a whole.
The matter about which this Board did receive some crit- icism was in regard to the question of licensing cable television. It was our opinion that when this service is made available that it should be regulated as is any other monopolistic public utility. Citizens at the last town meeting voted to follow this course and to defer the acceptance of CATV until such time as regulations are promulgated. It was within our jurisdiction to withhold this choice from the people, however, as we stated at the time, we felt that citizens should be given the oppor- tunity to vote on the matter, and that we would abide by their decision.
We refer the reader to other sections of this book for the yearly reports of particular departments, and to the town accountant's report for the financial records of each office.
We take this opportunity to express appreciation to all persons who have helped to make Southbridge a good place in which to live.

The new 27 inch sewer line was installed and put into op- eration during the past year on East Main street. The area in the vicinity of the traffic rotary will now be free from surcharg- ing in the sewer lines when high flows prevail.
Considerable effort by the Sewer Department officials, workers and by State officials again failed to eliminate the odor problems at the treatment plant. However, it was dis- covered that there were some industrial wastes in the sewage that could be harmful to proper sewage treatment processes. Also, the Commissioners plan to have consulting enginers study the plant and make definite recommendations on changes neces- sary to operate the plant odor free. This may require extensive alterations and expense.

More changes by the plant personnel in the chlorinators has resulted in lowering the 1965 water consumption. This has resulted in the annual water expense dropping from a high of over 800 dollars a few years ago to less than 200 dollars in 1965.

REPORT OF CEMETERY COMMITTEE
To The Honorable Board of Selectmen
Southbridge, Massachusetts
Dear Sirs:
The Cemetery Committee met and organized on March 24, 1965. Lectance Landry was elected chairman, other members are Willard Stark and Stavri Yanka. Seaver Rice was appointed superintendent and clerk of the board.
During the year approximately one half mile of black top road was completed at a cost of $2675.75. This work was done

under the supervision of the Engineering and Highway De- partments. New sections of black topping will be instituted as funds become available.
Chester Maska, the Tree Warden has removed several dead trees from the property, also there is considerable more work to be done cutting out dead branches. We are fortunate to have so many beautiful trees in our cemetery, constant care should be exercised for their upkeep.
The dry summer was a factor in curtailing labor expense as frequent mowing of grass was not necessary.
We will have a balance of several hundred dollars in the Cemetery Account for this reason and also an unexpected windfall from our invested Trust Funds. Many savings in- stitutions raised their interest rates during 1965 which resulted in substantial increase in our receipts from this quarter.
We will have to make some increases in our hourly labor rates for 1966, as required by the Board of Review. Our re- quest for Town funds for 1966 will still be less than in the previous year.

The work completed this year cost $54,271.86. One road was built at a total cost of $9,777.55; 2221.5 feet of sewers were built at a total cost of $7,846.13; $13,799.58 was spent for drains; $22,848.60 was spent for miscellaneous projects.

A considerable amount of time was used by the Engineer- ing Department in connection with the construction of the East Main Stret Trunk Line Sewer and the coordinating of informa- tion in relation to Chapter 90 road relocations and land takings.
Again this year, all work was done with the full coopera- tion of the Highway Department and the Board of Selectmen, which resulted in better work and a great saving to the Town of Southbridge.
I wish to take this opportunity to thank the members of your Board, and other Boards, Committees, and Departments for their cooperation during the year.
