Certificate of Election of Forrest A. Austin of 29 Glenwood Avenue as a member of the Southbridge Housing Authority for a term of five (5) years and a Certificate of Election of D. ANNUAL TOWN MEETING March 14, 1966
Place of meeting: Southbridge High School Auditorium. (Note: Voting Lists not used.)
Meeting was called to order by Moderator Willard R. Stark at 7 P. M.
VOTED: That the reading of the warrant by the Town Clerk be dispensed with.
Officer's return on warrant was read by Town Clerk Clare P. Boyer.
Moderator Stark called for a moment of silent prayer for town officials and leaders who had died during the past year, list- ing the names of Raymond Boucher, Ernest Fierro, Donald Fitzgerald, Gedeon Gregoire, Theofanis Kalis, Rosaire Lafleche, Cyrille Peloquin, Ralph Robbins, George Therrien Gertrude Bonner, Margaret Kershaw, Ernestine St. Onge, Louise Steenburn and Frances Troy.
Moderator Stark displayed a new podium , which he explained had been manufactured for the town by pupils in the cabinet making classes at Cole Trade High School.
The Moderator announced the following: "Recommendations of the Finance Committee are to be considered as motions and said motions duly seconded. Substitute motions may be presented from the floor. Please notice, Article 56 is the last article in the Warrant. Said article relates to heavy appropriations, and as your moderator, I feel that this art- icle should be considered as the first article of this meet- ing." Unanimous consent given that we act first on Article 56. So voted.
The moderator recognized Louis Ciprari, Chairman of the Finance Committee.

At this time the moderator called for a report from the Reg- ional Vocational School Committee and members he appointed after the last Annual Town Meeting. Vincent Boniface read the following report:
REPORT OF THE
REGIONAL VOCATIONAL SCHOOL PLANNING COMMITTEE
In March of 1965, immediately after the Annual Town Meet- ing, our Town Moderator appointed the following three mem- ber committee: Mr. Lorenzo Beaupre, School Committee member, Mr. Frank Skinyon, Deputy Director, Cole Trade High School, and Mr. Vincent B. Boniface, Treasurer, Boni- face Tool & Die, Inc.
This committee was organized with Vincent B. Boniface elected Chairman. Later, Mr. Frank Skinyon resigned and was replaced by Mr. Wilfred Learned, our recently appointed Director of Cole Trade High School.
Meeting with comparable committees of other Towns involved, we as a Regional Unit, submit this Progress Report.
After holding a preliminary meeting in April 1965, under the direction of Mr. John E. Hodgen, Specialist, School Build- ing Assistance Commission, of the State Department of Ed- ucation, the Southern Worcester County Regional Vocational- Technical School Planning Board was formally organized in May of 1965. It has met monthly since then, alternating the meeting place among the participating towns of Charlton, Dudley, Oxford, Southbridge and Webster.
Sub-committees on School Site, Curriculum, and School District Agreement were formed, and these committees also have been conducting their separate meetings.
The Superintendents of Schools of the participating towns and the Director of Cole Trade High School, who is also a member of the Board, serve as an Advisory Committee on Education.
A complete report of the Planning Board's findings, as well as a recommended plan of action, is expected to be ready for submission and approval by the member towns at special
town meetings to be held in the Fall of 1966.

To see if the Town will vote to raise and appropriate, borrow or transfer the sum of Two Thousand ($2,000.00) Dollars, to complete work on extensive tree breakage caused by the severe ice storm in 1964. Badly damaged trees over streets, walks, and roads jeopardizing public safety. Said sum would include work on all Town owned trees such as Schools, Parks, Oak Ridge Cemetery or act anything thereon.

To see if the Town will vote to raise and appropriate, borrow or transfer the sum of Four Hundred ($490. 00) Dollars to buy and plant twenty (20) shade trees; to plant said trees on new streets, and where dead trees have been removed. If tree or trees are planted on private land, said owner or owners of private land will release to the Town all their rights by proper instrument, or act any- thing thereon.
Mr. L. Duffrequested the specified places where the trees would be planted.
Mr. C. Maska, the tree warden stated: "Said trees would be planted on new streets and where dead trees have been removed."
The previous question was moved and seconded so voted. On motion of Finance Committee, duly seconded, it was VOTED: In the affirmative for $490.00.
Article 7. To see if the Town will vote to raise and appropriate, borrow or transfer the sum of Five Hundred Fifty ($550. 00) Dollars, to fertilize trees on Main Streets. Said sum would be used for labor and material, to improve their condition and appearance, or act anything thereon. On motion of Finance Committee, duly seconded, it was VOTED: In the affirmative for $475.00.
Article 8. To see if the Town will vote to raise and appropriate, borrow or transfer the sum of One Thousand Five Hundred ($1,500.00) Dollars for Mosquito Control. Said sum to be used for insecticide, labor and equipment, to apply insecticide to swamps and low areas containing collections of water to prevent further breeding, or act any- thing thereon.
On motion of Finance Committee, duly seconded, it was VOTED : In the affirmative for $1,000.00.
Article 9. To see if the Town will vote to hear, act on, and accept the report of the Board of Selectmen as to the laying out of a public way a certain street to be known as Brentwood Drive from the Easterly line of Lebanon Hill east- erly and northerly to the land now or formerly owned by Adelina Peck, a distance of about 2, 160 feet, or act any- thing thereon.
Mr. E. Ryan, a member of the Planning Board asked the moderator if the report and layout of said street were be-

fore him. The moderator replied: "No they are not." On motion of Finance Committee, duly seconded, it was VOTED: Indefinite postponement.
Article 10. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the re- construction of the granolithic sidewalk on the westerly side of Elm Street in front of the Fire Station and adjoining property owned by Anthony Deterando a total distance of 126 feet, or act anything thereon.
On motion of Finance Committee, duly seconded, it .was VOTED: Indefinite postponement.
Article 11. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the con- struction of a storm drain on the westerly side of Alpine Drive from the existing culvert at land of E. Cadarette south- erly for a distance of about three hundred (300) feet and/or to see if the town will vote to construct a storm drain across land of E. Cadarette from the westerly side of Alpine Drive, southwesterly for a distance of about one hundred fifty (150) feet, or act anything thereon.
The Finance Committee amended their motion as printed in their report
On motion of Finance Committee, duly seconded, it was VOTED: In the affirmative for the sum of $1,000.00 for a distance of 150 feet. Work to be done by the Highway Department.
Article 12. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the re- construction of Guelph Woods Road, said money to be used under Chapter 90 of the General Laws in conjunction with money which may be allotted by the State and County, or both, for this purpose, or act anything thereon.
On motion of Finance Committee, duly seconded, it was VOTED: In the affirmative for $8,750.00, from Section 5, Chapter 679, Allocated Funds.
Article 12. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the main- tenance of Chapter 90 Roads in this Town, said money to be used in conjunction with money which may be allotted by the State and County, or both, for this purpose, or act anything thereon.
On motion of Finance Committee, duly seconded, it was VOTED: In the affirmative for $2,000.00.

Article 14. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money to purchase or take by eminent domain land and easements required as shown on Plan H-4015R drawn by the County Commissioners of the 1.966 re-location of Guelph Woods Road, or act any- thing thereon.
