ARTICLE 3. To see if the Town will vote to transfer the sum of four hundred twenty-five ($425.00) dollars from the Assessors' S2 Clerk Salary Account to the Assessors' Expense Account to purchase a new electric typewriter, or act anything thereon.


ARTICLE 4. To see if the Town will vote to transfer the sum of $2,737.55 from the Road Machinery New Equipment Account, ($1,442.00 balance from purchase of truck chassis, $678.55 balance from purchase of dump truck, and $617.00 balance from purchase of sander) to the Highway Regular Labor account, or act anything thereon.


ARTICLE 5. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money to pay Albert S. Peck for the construction of a sanitary sewer on Morris Street from the southerly terminus of the 1960 construction southerly for a distance of about three hundred and thirty-two feet, or act anything thereon.


ARTICLE 6. To see if the Town will vote to authorize the Board of Selectmen to name a chairman and committee of thirty- one members to be known as the Southbridge Sesquicentennial Committee, whose function will be to make plans for appropriate activities to celebrate this occasion in 1966; and to raise and appropriate, borrow or transfer the sum of $300.00 for the pur- pose of providing funds for the expenses of said committee, or act anything thereon.

Street from the intersection of Mill Street northerly about seventy- five (75) feet, said construction to consist of widening Fiske Street and building appropriate steps, work to be done by contract, or act anything thereon.


ARTICLE 8. To see if the Town will vote to dissolve and discontinue the committee known as the Southbridge School Build- ing Committee whose duties are now concluded.


ARTICLE 9. To see if the Town will vote to raise and appropriate, borrow or transfer the sum of $349.17 to be used to pay debts incurred in 1963 by the local Civil Defense department, or act anything thereon.

To see if the town will vote to hear, act on, and accept the report of the Selectmen as to the laying out of a public way a certain street to be known as Glen Ridge Road, commencing at the southeasterly line of Eastford Road, thence southeasterly for a distance of three hundred fifty (350) feet or act anything thereon.


ARTICLE 6. To see if the town will vote to revise the Chapter 90 South Street Assignment of funds voted under Article 22 of the Annual Town Meeting held March 16, 1964, to include construction work on Guelphwood Road or act anything thereon.


ARTICLE 7. To see if the town will vote to amend the zoning by-laws map to change the existing Retail Business dis- trict to a Light Industry district as follows: Beginning at the northerly side of Hartwell Street and the westerly side of Elm Street, thence running northerly along Elm Street to a private road; thence running westerly along said private road and exten- sion of it to the easterly side of Chapin Street, thence southerly along the easterly side of Chapin Street to the northerly side of Hartwell Street; thence easterly along the northerly side of Hartwell Street to the point of beginning, or act anything thereon.


ARTICLE 8. To see if the town will vote to amend the zoning by-laws map to extend the existing heavy manufacturing district as described: Beginning at the terminus of the existing heavy industry zone on the westerly side of Dresser Hill Road; thence running westerly along the existing heavy industry zone to other land of the Inhabitants of the Town of Southbridge (former Bellerose property) ; thence running northeasterly to include the properties owned by Town of Southbridge (Sewage Treatment Plant land) Stephen Kupiec, Marcel and Estelle Remillard, Alfred and Rita Gallipeau, Sidney and Maria Hazzard, to the Town of Charlton Town line; thence running southerly along the Charlton-Southbridge Town line to the southeast corner of land of Alfred and Rita Gallipeau ; thence southwesterly

ARTICLE 9 To see if the town will vote to transfer the sum of seven hundred ($700.00) dollars from the Parking Meter Division Officer's Salary Account to the Parking Meter Division, Expenses, Parts, Painting, etc., Account.


ARTICLE 10. To see if the town will vote to transfer the sum of seventy-five ($75.00) dollars from the Assessors' S-2 Clerk Account to the Assessors' Travel Account, or act anything thereon.


ARTICLE 11. To see if the town will vote to transfer or appropriate from available funds the sum of $500.00 to the Town Collector extra clerk hire account.


ARTICLE 12. To see if the town will vote to raise and appropriate, borrow or transfer, the sum of $2,100.00 to be used to hire Bigelow, Kent, Willard and Company to revise and bring up to date plans and estimates which they prepared for the Town of Southbridge in 1958 and 1959, pertaining to space requirements for town hall offices ; such revised plans to include estimates of costs and alternate plans for remodeling present structure and layout for a new town hall building; and that the Board of Selectmen be empowered to negotiate with Bigelow, Kent, Willard & Company for said plans, or act anything thereon.


ARTICLE 13. To see if the town will vote to raise and appropriate, borrow or transfer, the sum of $237.00 to the Tree Warden Expense Account to pay for emergency work and spraying performed by the Tree Warden during the year 1964, or act anything thereon.

To see if the town will vote to transfer the sum of $62.56 from the Election and Registration Account to the Re-Listing Account to pay for balance on Re-Listing Books and to also transfer the sum of $57.89 from Election and Registration Account to "Other Clerical Help" S-2 of Election & Registration Account the amount of $57.89 to pay Alice Cronin a week's vacation pay per decision of Board of Review rendered November 16, 1964.


ARTICLE 15. To see if the town will vote to raise and appropriate, borrow or transfer the sum of $1,682.10 to the Damages to Persons and Property Account to satisfy an execu- tion issued by the First District Court of Southern Worcester in the matter of Alma B. Paul versus Town of Southbridge.


ARTICLE 16. To see if the Town will vote to raise and appropriate, borrow or transfer the sum of $2,000.00 to the Cady Brook Land Damage Account to pay Leopold Hebert in full satisfaction for all the claims arising as the result of takings by the Town of Southbridge for improvements to Cady Brook.


ARTICLE 17. To see if the town will vote to raise and appropriate, borrow or transfer the sum of $50.00 to the Damages to Persons and Property Account.


ARTICLE 18. To see if the town will vote to raise and appropriate, borrow or transfer a sum of money to pay Ciesla Bros., Inc. in full satisfaction for all claims arising out of the construction of the new high school and trade school addition for which an action was brought by said Ciesla Bros., Inc. in Worcester County Superior Court.

REPORT OF CEMETERY COMMITTEE


To the Honorable Board of Selectmen Southbridge, Massachusetts Dear Sirs :


The Cemetery Committee met and organized on April 2, 1964. Stavri B. Yanka was elected chairman and the other two members are Willard Stark and Lectance Landry. Seaver Rice was ap- pointed clerk and Superintendent of Cemetery.


The usual cleaning up period started April 3rd and consisted of cleaning up debris and filling in sunken graves also getting the gravel roads in good condition and pruning shrubbery. Grass cutting started the first of May and continued twice monthly until October. The usual dry summer retarded the growth of grass and there were several weeks when cutting was not required. It must be pointed out that very few cemetaries allow shrubbery to be planted on lots and Oak Ridge may have to enforce the rule of no planting. Many old families have passed away leaving no one to take of extensive plantings with the result that the cemetery force has inherited this problem.


Our new section called meadow section is completed and mapped and lots may now be sold. We have 98 two grave, 88 four grave and 42 six grave lots. At a cost of approximately $5,000 for development we have a potential sale value of $36,000. This development plus other available space should last the cemetery for many years before space is exhausted.


Vandalism in the cemetery remains a serious problem, during the past year over thirty monuments and markers were overturned and some were broken beyond repair. Vigilance by the police and cemetery personnel seems the only way to curb this problem. We wish to thank all town officials who assisted us in our problems particularly the town engineer Henry Racicot and his assistants, also the superintendent of highways Joseph Benoit and the Police Department.

The total capital improvements voted for 1964 amounted to $87,042.07 of which $73,472.75 was spent. A total of 1,344.5 feet of sanitary sewers were built by private enterprise. A consid- erable amount of time was used this year on studies and plans for the School Department, Police Department (traffic), and improve- ments at the Oak Ridge Cemetery.


Again this year, all work was done with the full cooperation of the Highway Department and the Board of Selectmen, which resulted in better work and a great saving to the Town of South- bridge.


I wish to take this opportunity to thank the members of your Board, and other Boards, Commitees, and Departments for their cooperation during the year.

REPORT OF DIRECTOR OF VETERAN'S SERVICES


To the Honorable Board of Selectmen :


As Director of the Department of Veterans' Services and Agent for Veterans' Benefits Department, I hereby submit my report of activities and services rendered for the year 1964.


VETERANS' SERVICES


This office is located in rooms 12 and 14 of the Town Hall and is open daily from 9:00 a.m. to 1:00 p.m. and 2:00 p.m. to 5:00 p.m., Monday through Friday. The office is also open Monday night from 7:00 p.m. to 8:00 p.m. and is available to all veterans of Southbridge and their dependents, seeking infor- mation partaining to their rights and benefits under Federal and State Laws.


It is the policy of this department to aid and inform all eligible veterans and their dependents how to obtain benefits within the limits of the laws governing each agency.


Photostatic copies of discharges are being developed for Southbridge veterans. In addition, copies of marriage, birth, death, and other certificates were made for Veterans' Benefits and claims against the Veterans Administration. Necessary forms were filled out covering lost discharges, burial allowance and yearly income questionnaires.


Claims were filed with the Veterans Administration and other branches of the government pertaining to education, training subsistence allowance, insurance payments, medical treatment, hospitalization, compensation and pension for veterans and their dependents, re-employment rights, employment difficulties, unem- ployment compensation, as well as numerous telephone calls and letters.

VETERANS' BENEFITS


Under Chapter 115, and its amendents, each application for Veterans' Benefits submitted to the town after thorough investi- gation by this office is forwarded to the office of the Commissioner of Veterans Services, Boston, Massachusetts, for approval, as under this chapter the state agrees to reimburse the town for one-half of all aid granted.


On or about July 10, 1964, the town of Southbridge received from the Commonwealth of Massachusetts Treasury Department a check for $51,836.82. This check was for reimbursements due us for the calendar year of 1963.


An investigator for the State Office periodically checks the local agent's office, in addition to personally contacting the recipient of veterans' benefits.


Under the law of the Commonwealth, if a veteran or his dependents, meet all requirements of eligibility and he falls in need of financial assistance through no fault of his own, he is granted Veterans Benefits. The amount varies, and is dependent upon, the particular needs of the individual case. Any amount received from Federal benefits or other financial grants is de- ducted from the amount that is allowed by this department, therefore helping to reduce that which must be expected by the town.


As of December 31, 1964, there were 81 active cases on file, aiding 143 persons. In addition, many cases were pending settle- ment and, as a result, constant follow-up service is maintained and reviews and appeals are requested where awards are con- sidered unfair or insufficient.


For a list of expenditures and reimbursements of this depart- ment, please refer to report of the Town Accountant.


I wish to express my sincere thanks, to all town departments, officials at the Rutland Heights, Roxbury and Boston Veterans Administration Hospitals and also the Holyoke Soldiers Home.


This office aided between 120 and 130 veterans in gaining medical services at these fine Veterans' Institutions. We also would like to express our thanks to local industries, veterans organizations and their auxiliaries and all others who helped to carry out the service of this department.

I also wish to express the thanks of all veterans to the Santa Fund who responded to our appeal so generously at Christmas time and to various persons who wish to remain anonymous.

REPORT OF THE SWIMMING POOL SUB-COMMITTEE


To the Chairman of the Recreation Committee : Dear Sir :


At your request I am submitting the annual report of the swimming pool supervisor for the 1964 season.


ATTENDANCE :


Year after year more adults seem to take advantage of the pool's facilities. This increase in adult attendance was again observed during the 1964 season.


The total attendance for the season was 16,500: 3,500 June : 8,500 July : and 4,500 August.


RESCUES :


Twelve rescues were reported by lifeguards during the season.


The efficent supervision given our bathers can certainly be considered as a major deterrent to the incident of many more ser- ious accidents.


INSTRUCTION :


Formal instruction in swimming and lifesaving was provided through the excellent Red Cross Program during the season. More than 400 children and some adults benefited from the program through regular morning classes conducted by Mrs. Roger Lataille and Miss Diane Lafrance, a regular member of our staff.
