We believe that we speak for all departments of our local government when we say that we will continue to operate as efficiently and as representatively of all the people as we possibly can.


In addition to our regular duties this year our board initiated plans for the town's 150th anniversary celebration in 1966. We urge all Southbridge citizens to give their support to the sesquicentennial programs.

At the annual meeting in March of 1964 the town voted to construct a 27 inch interceptor sewer on East Main Street at an estimated cost of $300,000.00. The Federal Grant will be one third of the cost and the consulting engineers hired by the Sewer Commissioners were Fay, Spofford and Thorndike of Boston. Construction was not started in 1964 due to the Public Health Service requiring additional information prior to giving final approval to the design. Construction should be well under way by early spring of 1965.


During 1964 a savings of about 350 dollars was realized due to a change made in the chlorinizers at the Sewage Treatment Plant by the department personnel.

All Chapter 90 Maintenance Streets were patched, drains cleaned, and brush cut where necessary. The following streets were resurfaced with Dense Mix Type S.T. Worcester Street for a distance of 3,150 feet, and North Woodstock Road for a distance of 2,800 feet.


Brook Road was regraded and resurfaced with Type I material, Kingsley Street was also resurfaced with Type I and a stone rubble masonery wall was built on Fiske Street as well as the regular maintenance such as sweeping streets, cleaning drains, cutting brush, etc., and our winter maintenance of plowing streets, sanding icy spots, and removing snow from the main thorough- fares, and from in front of business places.

To see if the Town will vote to accept the provisions of Chapter 32B, Section 9A of the General Laws which read as follows :


"Shall the town pay one half the premium costs pay- able by a retired employee for group life insurance and for group general or blanket hospital, surgical and medical insurance?"

ARTICLE 1. To hear and act on the reports of the Town Officers.


ARTICLE 2. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen to borrow money from time to time in accordance with Chapter 44, Section 4, of the General Laws and to renew notes as provided by Chapter +4, Section 17.


ARTICLE 3. To see if the Town will vote to authorize the Selectman to cause an audit to be made of the Town's accounts of 1964, or act anything thereon.


ARTICLE 4. To see if the Town will authorize the Board of Assessors to use a certain sum of free cash in the Treasury in computing the tax rate for 1964 or act anything thereon.


ARTICLE 5. To see if the Town will vote to authorize the Board of Health to appoint one of its members to the office or position of Board Physician at a salary of $630.00 per annum and to the office or position of Parochial School Physician at a salary of $870.00 per annum, or act anything thereon.


ARTICLE 6. To see if the Town will raise and appropriate money to defray the debts and expenses of the town for the current financial year and especially for or relating to all or any boards,

departments, committees ; to fix the salary and compensation of all elective officers of the Town as provided by Section 108 of Chapter 41 of the General Laws, as amended, or to take any other action in relation thereto.


ARTICLE 7. To see if the Town will vote to transfer the sum of one thousand three hundred and seventy five ($1,375.00) dollars from the Sale of Lots and Graves Account to the Cemetery Improvement Account, or act anything thereon.


ARTICLE 8. To see if the Town will vote to raise and appropriate, borrow or transfer, a sum of money for painting of hall, foyer, and lobby in the Town Hall, or act anything thereon.


ARTICLE 9. To see if the town will vote to raise and appropriate, borrow or transfer, a sum of money to enable the Town Clerk to obtain a vault, to be used exclusively by the Town Clerk, or act anything thereon.


ARTICLE 10. To see if the Town (by a majority vote) will adopt Chapter 478 of the General Laws as approved June 11, 1963 by the legislature of the State of Massachusetts, granting increases in pension to certain retired employees of the town, under specific conditions. Also to raise and appropriate, borrow or transfer the sum of $1,600.00 to pay for these increased pensions, or act anything thereon.


ARTICLE 11. To raise and appropriate a sum of money for the purpose of buying and erecting a permanent World War II and Korean Conflict Memorial, honoring those who made the Supreme Sacrifice. Said Memorial to be placed in the Dresser Memorial Park.


ARTICLE 12. To see if the Town will vote to raise and appropriate, borrow or transfer the sum of five hundred ($500.00) dollars for the purchase and installation of a monument on Gold Star Circle in honor of Gold Star Parents, or act anything there- on.


ARTICLE 13. To see if the Town will vote to adjourn this March, 1964 Annual Town Meeting at 10:30 P.M. to be continued at a time and place, certain to be set forth and announced at the Annual Town Meeting by the Town Moderator or act anything thereon.

To see if the Town will vote to amend the Town by-laws to read that all Town Meetings, including special town meetings and annual town meetings, will adjourn at 10.30 P.M. to be continued at a time and place certain to be set forth and announced at the meeting by the Town Moderator or act anything thereon.


ARTICLE 15. To see if the Town will vote to accept the provisions of General Laws, Chapter 41, Section 108F, as in- serted by Chapter 520, of the Acts of 1962, relative to the es- tablishment of a scedule of minimum annual compensation for fire fighters, which provides as follows :


"Notwithstanding the provisions of any general or special law to the contrary, the minimum annual compensation of each fire fighter, permanently employed, in the fire depart- ment of any city or town which accepts the provisions of this section, except a fire fighter who, by birtue of section twenty D of Chapter thirty-one is not regarded as holding employment, shall be not less than the following:

ARTICLE 20. To see if the Town will vote to raise and appropriate, borrow or transfer, a sum of money for special maintenance of North Woodstock Road, said maintenance to consist of surfacing from the southerly terminus of the 1962 sur- facing, thence southerly for as long a distance as possible with the aforemetioned funds ; and that said money be used under Chap- ter 90 of the General Laws in conjuction with mony which may be alloted by the State and County, or both, for this purpose, or act anything thereon.

To see if the Town will vote to hear, act on, and accept the report of the Board of Selectmen as to the laying out of a public way, a certain street known as Red Oak Lane, commencing at the northeasterly line of Old Sturbridge Road thence northeasterly for a distance of about five hundred and fifty (550.0) + feet, or act anything thereon.


ARTICLE 24. To see if the Town will vote to hear, act on, and accept the report of the Board of Selectmen as to the laying out of a public way, a certain street known as High View Street, commencing at the easterly line of the 1962 layout of High Street, thence southwesterly for a distance of about five hundred and twenty (520.0) feet at land owned by one Ed- mondson, or act anything thereon.


ARTICLE 25. To see if the Town will vote to hear, act on, and accept the report of the Board of Selectmen as to the

laying out of a public way, a certain street known as Cathy Lane, commencing at the southerly line of the 1962 layout of Highridge Avenue, thence southwesterly for a distance of about seven hun- dred and seventy-five (775.0) feet to the northerly line of pro- posed High View Street, or act anything thereon.


ARTICLE 26. To see if the Town will vote to hear, act on, and accept a public way, a certain street known as Chartier Lane, commencing at the westerly side line of Westwood Parkway, thence southwesterly for a distance of about five hundred and fifty-five (555.0) feet, or act anything thereon.


ARTICLE 27. To see if the Town will vote to raise and appropriate, borrow or transfer, a sum of money for the con- struction of a sanitary sewer on Charlton Street from the terminus of the 1963 construction northerly for a distance of about five hundred and ten (510+) feet, or act anything thereon.


ARTICLE 28. To see if the Town will vote to raise and appropriate, borrow or transfer, a sum of money to pay Albert S. Peck for the construction of a sanitary sewer on Morris Street from the southerly terminus of the 1960 construction southerly for a distance of about three hundred and thirty-two (332+) feet, or act anything thereon.


ARTICLE 29. To see if the Town will vote to raise and appropriate, borrow or transfer, a sum of money to pay Red Oak Realty Corporation for the construction of a sanitary sewer on Red Oak Lane from the center line of Old Sturbridge Road northeasterly for a distance of about four hundred and eighty-one (481.0) feet, provided that Red Oak Realty Corporation releases to the Town of Southbridge all rights by proper instruments, or act anything thereon.


ARTICLE 30. To see if the Town will vote to raise and appropriate, borrow or transfer, a sum of money to pay Warren D. McGrath for the construction of a sanitary sewer on High View Street from the center line of Cathy Lane northwesterly for a distance of about two hundred and eighty-four (284.0) feet, provided that Warren D. McGrath release to the Town of South- bridge all rights by proper instruments, or act anything thereon.

To see if the Town will vote to raise and appropriate, borrow or transfer, a sum of money to pay Henry Chartier for the construction of a sanitary sewer on Chartier Lane for a distance of bout (575) feet providing that Henry Chartier releases to the Town of Southbridge all rights by proper instruments, or act anything thereon.


ARTICLE 32. To see if the Town will vote to raise and appropriate, borrow or transfer, a sum of money to pay Warren D. McGrath for the construction of a sanitary sewer on Cathy Lane from the southerly line of Highridge Avenue southwesterly for a distance of about seven hundred and seventy-five (775.0) feet, provided that Warren D. McGrath releases to the Town of Southbridge all rights by proper instruments, or act anything thereon.


ARTICLE 33. To see if the Town will vote to raise and appropriate, borrow or transfer, a sum of money to pay Warren D. McGrath for the construction of a sanitary sewer on High Street from a point which is three hundred and thirty-two (332.0) feet southwesterly of the junction of High and Pinedale for a distance of thirty-seven (37.0) feet at the end of the 1962 layout of High Street, provided that Warren D. MeGrath release to the Town of Southbridge all rights by proper instruments, or act anything thereon.


ARTICLE 34. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the construc- tion of a storm drain from the intersection of High Street, High- view Street, northerly to the southerly line of Woodycrest Avenue at a distance of about ten hundred and thirty-five (1035) more or less feet, or act anything thereon.


ARTICLE 35. To see if the Town will vote to raise and appropriate, borrow or transfer, a sum of money for the construc- tion of a storm drain on Charlton Street that will take care of the drainage problem existing at or near the property of Norris Ouellette, or act anything thereon.

ARTICLE 36. To see if the Town will vote to raise and appropriate, borrow or transfer, a sum of $3,120.00 for the con- struction of a storm drain on Warren Street commencing at the low point in the road approximately 125 feet southerly of the southerly side of Warren Lane, thence northerly along Warren Street for a distance of 130 feet; thence easterly along Warren Lane or a distance of about 280 feet to the existing 12" concrete drain off Chestnut Street, said work to be done by the Highway Department, or act anything thereon.


ARTICLE 37. To see if the Town will vote to use Chapter 822 Allocated Funds, and to raise and appropriate, borrow or transfer, a sum of money for the reconstruction of Old Sturbridge Road from Main Street northwesterly to the Sturbridge Town Line for a distance of about twelve hundred and fifty (1250) feet, or act anything thereon.


ARTICLE 38. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money to reconstruct Ashland Avenue from North Woodstock Road easterly to Route #131 for a distance of about fifteen hundred (1,500) feet, or act anything thereon.


ARTICLE 39. To see if the Town will vote to use Chapter 822 Allocated Funds, and to raise and appropriate, borrow or transfer, a sum of money for the reconstruction of Williams Street from Elm Street to Chapin Street, a distance of about four hun- dred (400) feet, construction to consist of adequate drainage, foundation, concrete curbing on north and south sides and Type I surfacing, or act anything thereon.


ARTICLE 40. To see if the Town will vote to raise and appropriate, borrow or transfer, a sum of money for the regrad- ing of Hartwell Street, from Spring Street to a point one hundred feet easterly of Chapin Street, a distance of about four hundred (400.0) feet or act anything thereon.

To see if the Town will vote to raise and appropriate, borrow, or transfer, a sum of money for the recon- struction of Henry Street from Worcester Street to the Henry Street Field, a distance of about four hundred fifty (450.0) feet, said construction to consist of adequate drainage, foundation, Type I surfacing and sidewalk repairs on the south side, or act anything thereon.


ARTICLE 42. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the recon- struction of Belmont Street, from Pleasant Street easterly for a distance of about two hundred fifty (250.0) feet, or act anything thereon.


ARTICLE 43. To see if the Town will vote to raise and appropriate, borrow or transfer, a sum of money for the construc- tion of drainage and repairing of road surface on Lebanon Hill from Lebanon Brook southerly for a distance of about thirty-two hundred (3200) feet, or act anything thereon.
