To see if the Town will vote to accept the provisions of Chapter 32B, Section 11A of the General Laws:


"Shall the Town purchase additional group life and group accidental death and dismemberment insurance for employees in accordance with provisions of Chapter 32B, Section 11A of the General Laws with no premium contribution by the town?"

D., at seven (7) o'clock P. M., then and there to act on the following articles:


Article 1. To hear and act on the reports of the Town Officers.


Article 2. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to bor- row money from time to time in accordance with Chapter 44, Section 4, of the General Laws and to renew notes as provided by Chapter 44, Section 17.


Article 3. To see if the Town will vote to authorize the Selectmen to cause an audit to be made of the Town's accounts of 1962, or act anything thereon.


Article 4. To see if the Town will authorize the Board of Assessors to use a certain sum of free cash in the Treasury in computing the tax rate for 1962, or act anything thereon.


Article 5. To see if the Town will vote to amend Section 2 and 3 of Article MCX of the Town By-Laws, the Classification and Compensation Plan, by deleting the words "Exhibit A, B1, 2 and 3" from Section 2 and inserting in place thereof the words "Exhibit A," so that said Section 2 shall read as follows:


"Section 2 - The Classification Plan - A plan classi- fying certain positions in the service of the Town into groups and classes doing substantially similar work or having substantially equal responsibilities is hereby estab-

lished, said plan to be known as the Classification Plan, being set forth in Exhibit A, annexed hereto and being hereby made a part hereof."


And by the addition of the word "intermediate" after the word "minimum" and by the addition of the following: "being set forth in Exhibits B, B-1, B-2, B-3, and B-4, annexed hereto and being hereby made a part hereof," after the words Classifica- tion Plan and by deleting the words "the annual," in Section 3 so that Section 3 shall read as follows:


"Section 3 - The Compensation Plan - The Compen- sation Plan when established by vote of the Town, shall consist of minimum, intermediate, and maximum salaries and wages to be paid to all employees of the Town in any position subject to the Classification Plan, being set forth in Exhibit B, B-1, B-2, B-3 and B-4, annexed hereto and being hereby made a part hereof, and the Compensation Plan may be amended from time to time by vote of Town Meeting,"

To raise and appropriate money to defray the debts and expenses of the Town for the current financial year and especially for or relating to all or any boards, depart- ments, committees; to fix the salary and compensation of all elective officers of the Town as provided by Section 108 of Chapter 41 of the General Laws, as amended, or to take any other action in relation thereto.

Article 7. To see if the Town will vote to authorize the Board of Health to appoint one of its members to the office or position of Board Physician at a salary of $630.00 per annum and to the office or position of Parochial School Physician at a salary of $870.00 per annum, or act anything thereon.


Article 8. To see if the Town will vote to raise and ap- propriate, borrow or transfer, a sum of money to construct a sanitary sewer on Robert Street from Plimpton Street, thence easterly for a distance of about one hundred seventy-five (175) feet, or act anything thereon.


Article 9. To see if the Town will vote to raise and ap- propriate, borrow or transfer, a sum of money for the removal of trees in Henry Street Field, or act anything thereon.


Article 10. To see if the Town will vote to raise and ap- propriate, borrow or transfer, a certain sum of money to the Cady Brook Land Damage Account, or act anything thereon.


Article 11. To see if the Town will vote to raise and ap- propriate, borrow or transfer, the sum of Twenty-five Thou- sand ($25,000.00) Dollars, to the Pleasant Street Reconstruction Land Damage Account for the purpose of paying the abutters for damages resulting by takings made by the County Com- missioners for the reconstruction of Pleasant Street, or act anything thereon.


Article 12. To see if the Town will vote to authorize the Board of Selectmen to enter into a contract for the razing, demolition and removal of the abandoned school, known as Marcy Street School, and to raise and appropriate, borrow or transfer, a certain sum of money, sufficient to pay the cost of such razing, demolition and removal, or act anything thereon.


Article 13. To see if the Town will vote in accordance with Section 22B and 22C of Chapter 40, of the General Laws, to authorize the Board of Selectmen to lease for a period of one (1) year from the first day of April, 1962, property located at the Corner of Main Street and Goddard Street, owned by Martin Realty Co., of Auburn, Inc., to be used for off-street parking, upon such terms and conditions as the Board of Select- men may determine, and to raise and appropriate, borrow or transfer a sufficient sum of money to cover the cost of such lease, public liability insurance, and the cost of policing and maintaining said area, or act anything thereon.


Article 14. To see if the Town will vote to raise and ap-

propriate, borrow or transfer, a sum of money to rewire the Town Hall Electrical System to meet the requirements of the Local and National Electrical Codes, and to provide new lights in the offices of the Assessors, Dental Clinic, Board of Select- men, Selectmen's Clerk, and Building Inspector, that said money be used in conjunction with the balance of money voted under Article 3 of the December 18, 1961 Special Town Meet- ing, and balance voted under Article 38 of the Annual Town Meeting of March 13, 1961, all said moneys to be placed under a new Account to be known as the "Town Hall New Lighting Account", or act anything thereon.


Article 15. To see if the Town will vote to hear, act on, and accept the report of the Board of Selectmen, as to the laying out of a public way, a certain Street known as Jerome Street, commencing at the westerly side line of Charlton Street, thence westerly for a distance of about four hundred forty (440) feet, or act anything thereon.


Article 16. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money to construct a storm water drain on Jerome Street, from a point 250 feet westerly from Charlton Street to Cady Brook, for a distance of about two hundred seventy-five (275) feet, or act anything thereon.


Article 17. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the construc- tion of a storm water drain on Bellevue Avenue, from Blanch- ard Drive to Westwood Parkway, a distance of about three hundred (300.0) feet, or act anything thereon.


Article 18. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the con- struction of a storm water drain on Durfee Street, from Field Street easterly to Durfee Brook, a distance of about three hun- dred fifty (350.0) feet, or act anything thereon.


Article 19. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the con- struction of a storm water drain on South Street, from Crest- view Drive to the present storm drain on Marjorie Lane, a distance of about five hundred twenty (520.0) feet, or act any- thing thereon.


Article 20. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the con- struction of a storm water drain from the north end of Maple

Street, along private property to Main Street, for a distance of about five hundred (500.0) feet, or act anything thereon.


Article 21. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the con- struction of a storm water drain on Dennison Drive, from Station 35+ 0 westerly to the present drain for a distance of about five hundred (500.0) feet, or act anything thereon.


Article 22. To see if the Town will vote to raise and ap- propriate, borrow or transfer, a sum of money for the recon- struction of Williams Street from Elm Street to Chapin Street, a distance of about four hundred (400.0) feet, construc- tion to consist of adequate drainage, foundation, concrete curb- ing on north and south sides and Type I surfacing, or act any- thing thereon.


Article 23. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the recon- struction of Newell Avenue, from South Street to Poplar Street, a distance of about one thousand three hundred eighty (1380) feet, said construction to consist of adequate drainage, foundation, concrete curb on westerly side, replacement of concrete sidewalk on the easterly side where necessary, and Type I surfacing, or act anything thereon.


Article 24. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the recon- struction of Franklin Street from Dresser to Dupaul Street for a distance of about three hundred ninety-two (392.0) feet, this construction to consist of adequate drainage, foundation, concrete curbing, and asphaltic sidewalk on westerly side, and Type I surfacing, or act anything thereon.


Article 25. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the recon- struction of Oakes Avenue from South Street to Main Street, a distance of about eight hundred ten (810) feet, said construc- tion to include adequate drainage, concrete curbing on the westerly side, and a non skid Type surface, or act anything thereon.


Article 26. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the recon- struction of Robert Street, from Pleasant Street westerly to Plimpton Street, a distance of about two hundred thirty-eight (238.0) feet, said construction to consist of adequate drainage,

foundation, concrete curbing on the southerly side and north- erly side, and Type I surfacing, or act anything thereon.


Article 27. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the recon- struction of Woodycrest Avenue, from Cole Avenue to Marcy Street, a distance of about seven hundred (700.0) feet, said construction to consist of adequate drainage, foundation, con- crete curb on the easterly and westerly sides with asphaltic sidewalks on the easterly side, and Type I surfacing, or act anything thereon.


Article 28. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the recon- struction of Belmont Street, from Pleasant Street easterly for a distance of about two hundred fifty (250.0) feet, or act any- thing thereon.


Article 29. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the recon- struction of Crystal Street from East Main to North Street, a distance of about one thousand three hundred seventy-five (1,375.0) feet, said construction to consist of adequate drainage, foundation, and Type I surfacing, or act anything thereon.


Article 30. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money to reconstruct Henry Street from Worcester Street to the Henry Street Field, a distance of about four hundred fifty (450.0) feet, said construction to consist of adequate drainage, foundation, Type I surfacing, and sidewalk repairs on south side, or act any- thing thereon.


Article 31. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the recon- struction of South Street from Dennison Drive westerly to Crestview Drive for a distance of about eight hundred fifty (850.0) feet, said construction to consist of adequate drainage, foundation, concrete curbing on the southerly side, and Type I surfacing, or act anything thereon.


Article 32. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the recon- struction of West Street, from Main Street to Dennison Drive, a distance of about two thousand (2,000.0) feet, said construc- tion to consist of adequate drainage, foundation, and Type I surfacing, or act anything thereon.

Article 33. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the regrad- ing of Hartwell Street, from Spring Street to a point one hundred feet easterly of Chapin Street, a distance of about four hundred (400.0) feet, or act anything thereon.


Article 34. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the recon- struction of Charlton Street from approximately Station 20 to the Southbridge-Charlton line, a distance of twenty-one hundred (2,100) feet, said construction to consist of widening, grading, adequate drainage, gravel, foundation penetrated and sealed with asphalt, or act anything thereon.


Article 35. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the con- struction of a sanitary sewer on Charlton Street, from Cady Lane northerly to the Southbridge-Charlton line, a distance of about one thousand seven hundred (1,700.0) feet, or act any- thing thereon.


Article 36. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the con- struction of a sanitary sewer from Armory Lane to Chestnut Street, a distance of about seven hundred (700.0) feet, or act anything thereon.


Article 37. To see if the Town will vote to raise and ap- propriate, borrow or transfer, a sum of money to pay Robert A. and Lucille Jolie for the construction of a sanitary sewer on Durfee Street from the terminus of the 1952 construction, thence westerly for a distance of thirty-three (33) feet, pro- vided that Robert A. and Lucille Jolie release to the Town of Southbridge all rights by proper instruments, or act anything thereon.


Article 38. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money to pay Rogart Builders, Inc. for the construction of a sewer on Crestview Drive, from South Street southerly for a distance of five hun- dred fifty (550) feet, provided that Rogart Builders, Inc., re- lease to the Town of Southbridge all rights by proper instru- ments, or act anything thereon.
