Article 39: To see if the Town will vote to amend Section 1 Holidays - of the Employment Practices Affecting Com- pensation known as Article XCXI of the Town By-Laws, to read: Section 1 Holidays - Town employees including mem- bers of the Police Department and Fire Department shall be entitled to the following Holidays with pay at their regular straight time rate when they fall or are observed within the regular work week; January First, February Twenty-Second, April Nineteenth, May Thirtieth, July Fourth, and the first


Monday of September , October Twelfth, November Eleventh, Thanksgiving Day and Christmas Day. Employees required to work on a legal holiday shall be paid according to the provisions provided for in Section 4, or act anything there- on.


Article 40: To see if the Town will vote to amend Zoning By-Laws of the Town of Southbridge, so as to extend the Multiple Family Residence District as provided by Section IV, Paragraph 3, of the Zoning By-Laws of the Town of Southbridge, on Coombs Street in said Southbridge from the northerly line of the Multiple Family Residence District northerly along the easterly line of Coombs Street to the southerly line of Main Street; Thence easterly along the southerly line of Main Street to the boundry line established by the General Business District; Thence, southerly along the General Business District to the northerly terminus of the existing Multiple Family District to Coombs St., or act anything thereon.


Article 41: To see if the Town will vote to authorize the Board of Sewer Commissioners to proceed with the con- struction of sewage treatment and disposal facilities by the modification and expansion of the existing sewage treat- ment plant, generally as shown on a plan prepared by Fay, Spofford & Thorndike, Inc. entitled "Southbridge, Massa- chusetts, Report on Sewage Treatment Plant, Proposed, Alterations to Sewage Treatment Plant, File and Plan No. Js-71/H-1," dated November 1966; to see if the Town will vote to raise and appropriate a sum of money for the fore- going purposes and determine whether any such appropria- tion shall be raised by taxation, by transfer of available funds, by borrowing or otherwise; and to see if the Town will vote to authorize and direct the Board of Sewer Com- missioners and the Town Treasurer to take such action as may be necessary to obtain any financial grant or assistance from the United States of America or the Commonwealth of Massachusetts, or both, for the foregoing purposes; and to take any other action in connection with the foregoing.


Article 42: To see if the Town will vote to authorize the Board of Sewer Commissioners to proceed with the con- struction of a new sewerage system to serve Lebanon Hill and adjacent areas or any part thereof, generally as shown on a plan prepared by Fay, Spofford & Thorndike, Inc., en- titled "Southbridge, Mass., Report on Sewerage Works, Lebanon Hill Area, General Plan - Plan A, File and Plan No. Js-69/1," dated February 1966, including the acquisition of land and interests in land in connection therewith; to see if the Town will vote to raise and appropriate a sum of mon- ey for the foregoing purposes and determine whether such appropriation shall be raised by taxation, by transfer


of available funds, by borrowing or otherwise; and to see if the Town will vote to authorize and direct the Board of Sewer Commissioners and the Town Treasurer to take such action as may be necessary to obtain any financial grant or assistance from the United States of America or the Com- monwealth of Massachusetts, or both, for the foregoing purposes; and to take any other action in connection with the foregoing.


Article 43: To see if the Town will vote to transfer the sum of $ 150. 00 from the E & D Account to an account to be known as the Special Counsel Account to pay Attorney Harry Zarrow, for his services rendered to the town, or act any- thing thereon.


Article 44: To see if the Town will vote to raise and appropriate, borrow or transfer the sum of Three Hundred Ninety Five (395) Dollars, for labor and equipment to move. Maple tree now touching new library Building addition, to Street Island. To repair root system to 2 Elm and 5 Pine trees damaged by excavating equipment.


Article 45: To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the in- stallation and maintenance of traffic lights at the inter- section of Mechanic Street and Charlton Street under the supervision of the Department of Public Works, or act any- thing thereon.


Article 46: To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money to purchase the following described property:


The land situated on the Northerly side of West Street in said Southbridge and Northerly of land of the Town of Southbridge and being more particularly bounded and described as follows:


BEGINNING at a point Northerly of West Street and northerly of land of the Town of Southbridge, said point being One Hundred (100) feet Westerly of a storm drain;


THENCE in a Westerly direction along the Northerly side of land of Town of Southbridge to the Easterly side of land of the United States Goverment;


THENCE Northerly along the Easterly side of land of the United States Government to the center of the Quine- baug River;


THENCE Easterly along the center of the Quinebaug River to a point which is One Hundred (100) feet Westerly of said storm drain;


THENCE Southerly to the point of beginning.


Said land to be used by the Town of Southbridge as a snow disposal area, or act anything thereon.


Article 47: To see if the Town will vote in accordance


with Section 3 and 7 of Chapter 40 of the General Laws of Massachusetts to authorize the Board of Selectmen to lease until March 31, 1968 property known as the Big Pond Area to the rear of the West Street School owned by William A. Swiacki and Charlotte L. Swiacki, to be used for snow dis- posal purposes, upon such terms and conditons as the Board of Selectmen might determine and to raise and appro- priate, borrow or transfer a sufficient sum of money to cover the cost of such lease, or act anything thereon.


Article 48: To see if the Town will vote to raise and appropriate, borrow or transfer, the sum of $2,100.00 to an account to be known as The Polish American Veterans Convention Parade and Incidential Expense account persuant to Chapter 40. Section 5, Sub Section 37, General Laws of Massachusetts, or act anything thereon.


Article 49: To see if the Town will vote to create a special unpaid committee to be known as the Southbridge School Building Needs Committee, to consist of ten mem- bers, five of which are to be appointed by the Board of Selectmen and five of which are to be appointed by the School Committee for the purpose of studying, assessing and recommending to the citizens of the Town of Southbridge the present and future building needs of the Southbridge Public School System, or act anything thereon.


Article 50: To see if the Town will vote to authorize the Southbridge Recreation Committee to enter into a co- operative arrangment with the Town of Sturbridge, through it's Recreation Committee for the provision and operation of recreational facilities and programs of mutual benefit to their respective citizens, for the purpose of jointly manag- ing and controlling such facilities and programs and appor- tioning between both towns the expenses for the maintain- ance and support of such facilities and programs; and to do any and all acts necessary to accomplish this purpose as authorized by Section 14, Chapter 45, General Laws of Massachusetts, or act anything thereon.


Article 51: To see if the Town will vote to raise and appropriate, borrow or transfer, the sum of $ 850 to an account to be known as The Southbridge -Sturbridge Recreational Facilities and Programs account pursuant to Chapter 45, Section 14, General Laws of Massachusetts, or act anything thereon.


Article 52: To see whether the Town will approve the construction of a new housing project by the Southbridge Housing Authority namely, a housing project for elderly persons pursuant to the provisions of Chapter 667 of Mass- achusetts Acts of 1954, and Acts in amendment thereof and in addition thereto, to be known as State Aided Housing

Article 53: To see if the Town will vote to amend the following Classification as contained in Exhibit A of the Classification Plan of Article MCX of the Town by-laws, as amended from time to time to read:

Article 54: To see if the Town will vote to raise and appropriate, borrow or transfer the sum of money for widen- ing of Walnut Street on the Westerly side, and the resurfac- ing from Main Street Northerly for a distance of about four hundred and thirty-five (435) feet, said work to be done by the Highway Dept., or act anything thereon.


Article 55: To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the in- stallation and maintenance of traffic lights at the intersec- tion of Main Street, Central Street and Elm Street with the approval of the Department of Public Works, under the su- pervision of the Town Engineering Department and the Town Wiring Inspector, or act anything thereon.


Article 56: To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the in- stallation and maintenance of traffic lights at the intersec- tion of Main Street and Marcy Street, with the approval of the Department of Public Works and under the supervision of the Town Engineering Department and the Town Wiring Inspector, or act anything thereon.


Article 57: To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the in- stallation and maintenance of traffic lights at the intersec- tion of Main Street, Hamilton Street, High Street, Mill Street and West Street, with the approval of the Department of Public Works and under the supervision of the Town En- gineering Department and the Town Wiring Inspector, or act anything thereon.


Article 58: To see if the Town shall accept the provis- ions of Sections 16 to 16 I, inclusive, of Chapter 71 of the General Laws, together with the towns of Charlton, Dudley and Webster, and the construction, maintenance and oper- ation of a regional school by the said district in accordance with the provisions of a proposed agreement filed with the Selectmen.


Article 59: To see if the Town will appropriate a sum not to exceed $9, 750. 00 for the purpose of paying the Town's share of the operating and maintenance budget for the cur-


rent year to be apportioned under the proposed Agreement to establish a regional vocational school district for this town and the towns of Charlton, Dudley and Webster.


Article 60: To see if the Town will vote to authorize the Board of Selectmen to issue on behalf of the citizens of the Town of Southbridge, a bronze medal to the Veterans of the Town of Southbridge in grateful appreciation of honorable service rendered to their Town, State and Country during World War II, the Korean Conflict and the Vietnam War, and to raise and appropriate, borrow or transfer a sufficient sum of money to cover the cost of such medals, or act anything thereon.


Article 61: To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the recon- struction of Taft Street from Dresser Street to Marcy, a dis- tance of about six hundred and sixty-five (665) feet; said construction to consist of adequate drainage, foundation concrete curb on easterly and southerly side, Type I surfac- ing and concrete walk on northerly side, or act anything thereon.


Article 62: To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the re- construction of Woodycrest Avenue from Cole Avenue to High Street, a distance of about eight hundred (800) feet; said construction to consist of adequate drainage, founda- tion, concrete curbing Type I surfacing, or act anything thereon.


Article 63: To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money to resurface Hartwell Street from Eastford Road to Marcy Street; said sur- facing to be a dense mix, Type ST, or act anything thereon.


Article 64: To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the recon- struction of West Street from Main Street to South Street, a distance of about twenty-one hundred and forty-five (2145) feet; said construction to consist of foundation, concrete curbing, Type I surfacing, and sidewalk repairs on easterly side, or act anything thereon.


Article 65: To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the recon- struction of School Street from West Street easterly to High Street for a distance of about twelve hundred and twenty-two (1222) feet, said construction to consist of adequate drain- age, foundation concrete curbing, and Type I surfacing, and concrete walk on northerly side, or act anything thereon.


Article 66: To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the recon - struction of Franklin Street from Dresser Street to Dupaul


Street for a distance of about three hundred and ninety-two (392) feet; said construction to consist of adequate drainage foundation, concrete curbing, asphaltic sidewalk on west- erly side, and Type I surfacing, or act anything thereon.


Article 67: To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the recon- struction of Oakes Avenue from South Street to Main Street, a distance of about eight hundred and ten (810) feet; said construction to consist of adequate drainage, foundation, concrete curbing Type I surfacing, sidewalk repairs, or act anything thereon.


Article 68: To see if the Town will assume liability in the manner provided by Section 29 of Chapter 91 of the Gen- eral Laws, as most recently amended by Chapter 5, Acts of 1955, for all damages that may be incurred by work to be performed by the Department of Public Works of Massachu- setts for the improvement, development, maintenance and protection of tidal and non-tidal rivers and streams, harbors, tidewaters, foreshores and shores along a public beach, in cluding the Merrimack and Connecticut Rivers in accordance with Section 11 of Chapter 91 of the General Laws, and auth- orize the Selectmen to execute and deliver a bond of indem- nity therefor to the Commonwealth.


Article 69: To see if the Town will vote to amend the present Blue Cross and Blue Shield Employer - Employees participation health plan to include the new Blue Cross - Blue Shield State and Municipal Employees Health Plan and and to raise and appropriate, borrow or transfer the sum of $6, 500.00 as its share of said amended plan, or act any- thing thereon.


Article 70: To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the con- struction of a sanitary sewer on Roger Street from the term- inus of the existing sewer Southerly for a distance of about one hundred and seventy (170) feet, or act anything thereon.


Article 71: To see if the Town will vote to hear, act and accept the report of the Board of Selectmen as to the relocation of Durfee Street, a Town road, from the Westerly terminus of the 1941 relocation of Durfee Street, Westerly to Dennison Drive, a distance of about three thousand four hundred (3400) feet, or act anything thereon.


Article 72: To see if the Town will vote to raise and appropriate, borrow or transfer the sum of $100 to the Cady Brook Land Damage Appraisal Account to pay the bill of Maurice F. Reidy & Co., for conferences in 1964 in regard to the settlement of land damages for Green Avenue and Cady Brook, or act anything thereon.


Article 73: To see if the Town will vote to become a


member of the Central Massachusetts Regional Planning District under the provisions of Chapter 40 B of the Gener- al Laws. The annual cost to the Town of operating the District to be an apportioned cost determined by the Dis- trict and Planning Commission on a per capita basis accord- ing to the most recent Federal census, or take any action relative thereto.


Article 74: To see if the Town will vote to raise and appropriate the sum of $1, 321.84 to meet the Town's share of operating expenses of the Central Massachusetts Reg- ional Planning District for the balance of the year 1967, or take any action relative thereto.


You are directed to serve this warrant by posting attested copies in six (6) conspicuous places within the Town at least (7) seven days before holding said meeting.

During the school year 1966 - 1967, whenever weather con- ditions are such that school authorities decide to cancel sessions for the elementary and junior high school students for the day, there will be two sets of eight blasts of the.fire siren at 6:45 A. M.


Senior high school students will be expected to attend on all regular school days excepting when the weather makes travel impossible. Inthis case, there will be three sets of blasts of the fire siren, instead of two.


When it is necessary to make a decision regarding closing, school will be closed for the entire day.
