To either of the constables of the Town of Southbridge, in said County,


GREETINGS :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Southbridge, qualified to vote in town affairs, to meet at the Town Hall, in said Southbridge, on Monday, August 3, 1964 at 7:30 P.M., then and there to act on the following articles :


ARTICLE 1. To see if the Town will vote to transfer $1,500.00 from the Special Maintenance of North Woodstock Road Account to the regular Chapter 90 Maintenance Account, or act anything thereon.


ARTICLE 2. To see if the Town will vote to raise and appropriate, borrow or transfer the sum of $2,000.00 to be used to pay expenses necessary to the decennial census for year be- ginning on January 1, 1965, or act anything thereon.


ARTICLE 3. To see if the Town will vote to transfer the sum of Four Hundred Twenty-Five ($425.00) Dollars from the Assessors' S-2 Clerk Salary Account to the Assessors' Expense

ARTICLE 4. To see if the Town will vote to transfer the sum of $2,737.55 from the Road Machinery New Equipment Ac- count, ($1,442.00) balance from purchase of truck chassis, $678.55 balance from purchase of dump truck, and $617.00 bal- ance from purchase of sander) to the Highway Regular Labor Account, or act anything thereon.


ARTICLE 5. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money to pay Albert S. Peck for the construction of a sanitary sewer on Morris Street from the southerly terminus of the 1960 construction southerly for a distance of about three hundred and thirty-two feet, or act anything thereon.


ARTICLE 6. To see if the Town will vote to authorize the Board of Selectmen to name a chairman and committee of thirty- one members to be known as the Southbridge Sesquicentennial Committee, whose function will be to make plans for appropriate activities to celebrate this occasion in 1966 ; and to raise and ap- propriate, borrow or transfer the sum of $300.00 for the purpose of providing funds for the expenses of said committee, or act any- thing thereon.


ARTICLE 7. To see if the Town will vote to raise and appropriate, borrow or transfer, $1,400.00 for the construction of a stone rubble masonry wall along the easterly line of Fiske Street from the intersection of Mill Street northerly about seventy- five (75) feet, said construction to consist of widening Fiske Street and building appropriate steps, work to be done by con- tract, or act anything thereon.


ARTICLE 8. To see if the Town will vote to dissolve and discontinue the committee known as the Southbridge School Build- ing Committee whose duties are now concluded.


ARTICLE 9. To see if the Town will vote to raise and appropriate, borrow or transfer the sum of $349.17 to be used to pay debts incurred in 1963 by the local Civil Defense Department, or act anything thereon.


ARTICLE 10. To see if the Town will vote to raise and appropriate, borrow or transfer the sum of five hundred ($500.00) Dollars to the Law Expense Account.

ARTICLE 11. To see if the Town will vote to raise and appropriate, borrow or transfer the sum of four thousand $4,00 .- 00) Dollars to the Damages to Persons and Property Account.


ARTICLE 12. To see if the Town will sell to NEW ENG- LAND POWER COMPANY the following three parcels of land situated in Southbridge, Worcester County, Massachusetts des- cribed as follows :


Parcel 1. A certain parcel of land situated on the westerly side of Brook Street in said Town of Southbridge and con- taining 13.1 acres of land more or less and shown on a plan entitled : "NEW ENGLAND POWER SERVICE COM- PANY PART OF NEW ENGLAND ELECTRIC SYSTEM BOSTON, MASS. PLAN SHOWING LAND IN SOUTHBRIDGE MASSACHUSETTS, TO BE CON- VEYED TO NEW ENGLAND POWER COMPANY BY THE TOWN OF SOUTHBRIDGE SCALE 1"=200 ft. and to authorize the Selectmen in consideration of the payment to the Town of $3,000.00 to execute, seal, acknowledge and deliver a deed and/or deeds in the name and behalf of the Town to New England Power Company. Such deed and/or deeds to be in such form as the Selectmen may deem proper, or to take any other action in relation to the foregoing.


ARTICLE 13. To see if the Town will vote to hear, act on, and accept the report of the Selectmen as to the laying out as a public way, a certain street known as Westwood Parkway from the . southeast terminus of the 1960 layout of said Westwood Parkway, southwesterly and southeasterly for a total distance of about 455 feet, or act anything thereon.


You are directed to serve this warrant by posting attested copies in (6) conspicuous places within the Town at least seven. (7) days before holding said meeting.


Hereof fail not and make due return of this warrant with your doings thereon to the Town Clerk at the same time and place mentioned before.

Meeting was called to order by Moderator, Willard R. Stark at 7:30 P.M.


VOTED: That the reading of the warrant by the Town Clerk be dispensed with.


Officer's return on Warrant was read by Town Clerk, Clare P. Boyer.


The Moderator commented upon the usual procedure that is followed at the Town Meeting, "Recommendations of the Finance Committee are accepted as motions and said motions are duly seconded. However, substitute motions may be presented."


ARTICLE 1. To see if the Town will vote to transfer $1,500.00 from the Special Maintenance of North Woodstock Road Account to the regular Chapter 90 Maintenance Account, or act anything thereon.

The following substitute motion presented and seconded.


VOTED: In the affirmative for $700.00 from E & D Ac- count for Property Damage and Personal Injury which occurred in 1962 on North Woodstock Road.


The Town Counsel explained to the inhabitants the sum of $4,000.00 mentioned in the article.


1. A claim of $600.00 by a woman who fell on Hamilton Street on May 4, 1964. Said fall caused by a defected sidewalk.


2. A claim of $700.00 by a woman residing on North Wood- stock Road, Said personal injury caused by accumulation of ice on road.


3. A claim of $2,000.00 for Land Damages during con- struction or dredging of Cady Brook.


4. The balance to be used for legal litigation.


During the pros and cons the following amendment was sub- mitted by Mr. Arpin (verbally) and accepted by the moderator. Said amendment was seconded and carried :


VOTED: In the affirmative, said money ($1,300.00) to be transferred from the E & D Account to the Damages to Persons and Property Account. Said money ($1,300.00 to be paid to two (2) persons.


On June 5, 1964, I requested a letter from the Selectmen. This letter to specify the names of the two (2) persons to receive amount voted for.


On August 11, 1964, my request was complied with. The Selectmen having agreed with the Town Counsel to settle two claims against the town as follows :


Mrs. Yvonne Maloney, 116 River St., for $600.00.


Mrs. Theresa O'Brien, 858 No. Woodstock Rd., for $700.00.


ARTICLE 12. To see if the Town will sell to NEW ENG- LAND POWER COMPANY the following three parcels of land situated in Southbridge, Worcester County, Massachusetts des- cribed as follows :


Moderator requested to waiver the reading of description of land. So granted.

VOTED: (Unanimously) In the affirmative to authorize Selectmen to process sale of land in consideration of payment to the town in amount of $3,000.00.


ARTICLE 13. To see if the Town will vote to hear, act on, and accept the report of the Selectmen as to the laying out as a public way, a certain street known as Westwood Parkway from the southeast terminus of the 1960 layout of said Westwood Parkway southwesterly and southeasterly for a total distance of about 455 feet, or act anything thereon.

The following motion presented, seconded and carried :
