The following is a report of the precincts:


Precinct No. 1 votes cast 592 reported at 12:30 A.M. on March 2.


Precinct No. 2 votes cast 356 reported at 11:59 P.M. on March 1.


Precinct No. 3 votes cast 586 reported at 12:50 A.M. on March 2.


Precinct No. 4 votes cast 188 reported at 10:54 P.M. on March 1.


The results of the ballot were announced at 1:25 A.M. on March 2, 1963.


In accordance with Chapter 54, Section 132 the number of persons who voted in each precinct was forwarded to Secre- tary of State.


In accordance with Chapter 41, Section 15, list of town officers elected and qualified was forwarded to Secretary of State.


In accordance with Chapter 51, Section 61, the return of registered voters at the close of registration on February 8, 1963 was forwarded to the Secretary of State. (9,165)


In connection with the work of the Department of Corpor- ations and Taxation, a list of Town Officials was forwarded to Director of Accounts.


Mr. Robert R. Gallagher, Register of Deeds was notified of the election of Edmund A. Ryan and Hormidas Beaudry to the Southbridge Planning Board.


Secretary Kevin H. White and the Department of Com- merce & Division of Urban & Industrial Renewal State Hous- ing Board of 120 Tremont Street, Boston, Mass. c/o John Let- teney, Director, and also the Register of Deeds were notified upon the election of Members of the Southbridge Redevelop- ment Authority.


Sheriff Joseph Smith was notified of the election of Anthony Trifone as Constable.


Secretary Kevin H. White and the Department of Com- merce & Division of Urban & Industrial Renewal State Hous- ing Board were notified on the election of Alfred J. Dumas, Jr. to the Southbridge Housing Authority for a period of five years.

SOUTHBRIDGE ANNUAL TOWN MEETING


MARCH 11, 1963


Note: Said meeting was held in two places, namely: The auditorium and gymnasium of the Southbridge High School.


Mr. Roland Hetu served as moderator and Mrs. Bernice Lacasse served as clerk in the gymnasium.


Meeting was called to order by Moderator Willard R. Stark at 7 P.M.


VOTED: That the reading of the warrant by the Town Clerk be dispensed with.


Officer's return on Warrant was read by Town Clerk Clare P. Boyer.


A minute of silence was observed, paying respect to two of our fine citizens who have passed beyond during the year. Mr. George Dumas, former School Committee member and Mr. Blaise Trudeau, Constable. They served our community well.


Mr. Louis Morin, Chairman of the Finance Committee was introduced by the moderator.


Mr. Morin informed the citizens of the Town that it was necessary that this Finance Committee submit to the citizens this evening Supplement to the Report of the Finance Com- mittee, Summary of Budgets-1962 Tax Rate-1963 Requests and Recommendations and Special Appropriations.


The information from the State Department of Corpora- tions and Taxation which is necessary to arrive at an estimated tax rate is not available at the present time. However, if you follow the recommendations of the Finance Committee this evening, your tax rate increase will amount to approximately $2.52.


The Moderator announced the following: "Recommenda- tions of the Finance Committee to be considered as motions and said motions duly seconded. However, substitute motions may be presented from the floor." He also warned the in- habitants to please refrain from personalities. He further stated: "Please be attentive, and I am positive that you all have before you a copy of the warrant together with the rec- ommendations of the Finance Committee."


Article 1. To hear and act on the reports of the Town Officers.


VOTED: That the reports of the Town Officers as printed in the Town Report for 1962 be and they are hereby accepted

Article 2. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen to bor- row money from time to time in accordance with Chapter 44, Section 4, of the General Laws and to renew notes as pro- vided by Chapter 44, Section 17.


VOTED: In the affirmative.


Article 3. To see if the Town will vote to authorize the Selectmen to cause an audit to be made of the Town's ac- counts of 1963, or act anything thereon.


VOTED: In the affirmative.


Article 4. To see if the Town will authorize the Board of Assessors to use a certain sum of free cash in the Treasury in computing the tax rate for 1963 or act anything thereon.


VOTED: That the sum of $100,000.00 from the Free Cash in the Treasury be used by the Board of Assessors in comput- ing the Tax Rate for 1963.


Article 5. To see if the Town will vote to authorize the Board of Health to appoint one of its members to the office or position of Board Physician at a salary of $630.00 per annum and to the office or position of Parochial School Physician at a salary of $870.00 per annum, or act anything thereon.


VOTED: That the Town authorize the Board of Health to appoint one of its members to the office of, or position of Board Physician at a salary of $630.00 per annum; and to the office of, or position of Parochial School Physician at a salary of $870.00 per annum.


Article 6. To see if the Town will raise and appropriate money to defray the debts and expenses of the Town for the current financial year and especially for or relating to all or any boards, departments, committees; to fix the salary and compensation of all elective officers of the Town as provided by Section 108 of Chapter 41 of the General Laws, as amended, or to take any other action in relation thereto.

Article 11. To see if the Town will vote in accordance with Section 22B and 22C of Chapter 40 of the General Laws to authorize the Board of Selectmen to lease for a period of one year from the first day of April, 1963, property located at the corner of Main and Goodard Streets, owned by Martin Realty Co., of Auburn, Inc., to be used for off-street parking upon such terms and conditions as the Board of Selectmen might determine and to raise and appropriate, borrow or trans- fer a sufficient sum of money to cover the cost of such lease, public liability insurance and the cost of policing and main- taining said areas, or act anything thereon.
