Article 39. To see if the Town will vote to raise and ap- propriate, borrow or transfer, a sum of money to pay Ralph Salviuolo for the construction of a sanitary sewer on Mary Ellen Lane and, Woodycrest Avenue from the beginning of

the 1956 construction on Mary Ellen Lane, thence southerly for a distance of one hundred eighteen (118) feet, provided that Ralph Salviuolo release to the Town of Southbridge all rights by proper instruments, or act anything thereon.


Article 40. To see if the Town will vote to raise and ap- propriate, borrow or transfer, a sum of money to construct a sanitary sewer on Lebanon Hill commencing at the southerly terminus of the existing sanitary sewer, thence running south- erly for a distance of twenty-four hundred (2,400) feet, or act anything thereon.


Article 41. To see if the Town will vote to raise and ap- propriate, borrow or transfer, a sum of money to pay South- bridge Development Company for the construction of a sewer from the beginning of the 1953 construction of Field Street Sewer, thence easterly on Durfee Street for a distance of one hundred twenty-two (122) feet and thence southwesterly along Country Club Place for a distance of four hundred fifty (450) feet, providing that Southbridge Development Company re- lease to the Town of Southbridge all rights by proper instru- ments, or act anything thereon.


Article 42. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money to construct an asphaltic sidewalk on Dresser Street, from Cole Avenue to Marcy Street, a distance of about four hundred eighty five (485.0) feet, or act anything thereon.


Article 43. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the con- struction of a sidewalk on Guelphwood Road, from the exist- ing sidewalk at Charlton Street School, easterly for a dis- tance of approximately eight hundred fifty (850.0) feet, or act anything thereon.


Article 44. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the recon- struction of driveway at the Police Station, said reconstruc- tion to consist of enlarging area, removal of trees, guard rail, Type I berm, and Type I surfacing, or act anything thereon.


Article 45. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money to repair or rebuild steps and walks in the front of the Town Hall, or act anything thereon.

propriate, borrow or transfer a sum of money for the recon- struction of Hartwell Street, from the westerly line of Marcy Street westerly for a distance of one hundred seventy (170) feet, more or less, to Prospect Street, or act anything thereon.

To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the Main- tenance of Chapter 90 roads in this Town, said money to be used in conjunction with money which may be allotted by the State and County, or both, for this purpose, or act any- thing thereon.


Article 48. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the recon- struction of Pleasant Street, said money to be used under Chapter 90 of the General Laws in conjunction with money which may be allotted by the State and County, or both, for this purpose, or act anything thereon.


Article 49. To see if the Town will vote to raise and ap- propriate, borrow or transfer the sum of Four Hundred Ninety- seven Dollars and Sixty-seven Cents ($497.67) to pay Nicola and Anna D'Alessandro for the construction of 186 feet of 8" transite sanitary sewer main on Warren Street, provided that Nicola and Anna D'Alessandro release to the Town of South- bridge all their rights by proper instrument, or act anything thereon.


Article 50. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the repair of present iron fence or construction of new parapet wall at the Central Street Bridge, or act anything thereon.


Article 51. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money to widen Dres- ser Street from Elm Street to Franklin Street for a distance of about 670 feet, and further to see if the Town will vote to authorize the Board of Selectmen to purchase or take by emi- nent domain, whatever land necessary for this widening, or act anything thereon.


Article 52. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of six hundred dollars ($600.00) to be used for public outdoor band concerts during the summer of 1962 under the supervision of the Selectmen, or act anything thereon.


Article 53. To see if the Town will vote to accept the provisions of Chapter 32, Section 20, subdivision (4 c), of the

General Laws, as amended by Chapter 240, Acts of 1960, sub- division (4 f) and to raise and appropriate the sum of $1,000.00 from the 1962 tax levy for the Retirement Fund Expense Ac- count, to compensate the Town Accountant and Town Treas- urer $500.00 each per annum, or act anything thereon.


Article 54. To see if the Town will vote to raise and ap- propriate, borrow or transfer, a sum of money to enable the Town Clerk to obtain a vault, to be used exclusively by the Town Clerk, or act anything thereon.


Article 55. To see if the Town will vote to raise and ap- propriate, borrow or transfer the sum of Two Thousand ($2,000.00) Dollars for the purpose of microfilming records in the Town Clerk's office.


Article 56. To see if the Town will vote to transfer the sum of Fourteen Hundred and Forty-five ($1,445.00) Dollars from the sale of lots and graves account to the cemetery im- provement account or act anything thereon.


Article 57. To see if the Town will vote to raise and ap- propriate, borrow or transfer the sum of One Thousand Four Hundred Thirty-four ($1,434.00) Dollars to plant and guy 30 Town owned trees on various streets to replace trees that were cut down; to buy, plant and guy 58 trees on new streets, Charlton Street, Pleasant Street, Westwood Parkway and South Street. Work to be done under the supervision of the Tree Warden, or act anything thereon.


Article 58. To see if the Town will vote to raise and ap- propriate, borrow or transfer the sum of Two Thousand ($2,000.00) Dollars for Mosquito Control. Said sum to be used for two sprays in swamps and low areas containing collections of water to prevent further breeding, or act anything thereon.


Article 59. To see if the Town will vote to raise and ap- propriate, borrow or transfer the sum of Twenty Thousand ($20,000.00) to be used in conjunction with Federal funds in a like amount of Twenty Thousand ($20,000.00) dollars for the construction and equipping of an Operating Control Center for the Civil Defense Department, said construction to be in accordance with Federal specifications and regulations under the supervision of the Engineering Officer of the Southbridge Civil Defense Department, or act anything thereon.


Article 60. To see if the Town will vote to authorize the Board of Selectmen to purchase or take by eminent domain

the land situated on Foster Street presently owned by the Southbridge Water Supply Company, or act anything thereon.


You are directed to serve this warrant by posting attested copies in six (6) conspicuous places within the Town at least seven (7) days before holding said meeting.

The following is a report of the precincts:


Precinct No. 1 votes cast 1081 reported at 12:02 A.M.


Precinct No. 2 votes cast 759 reported at 1:06 A.M. Precinct No. 3 votes cast 1122 reported at 1:05 A.M. Precinct No. 4 votes cast 390 reported at 11:50 P.M.


The results of the ballot were announced at 2:06 A.M., on March 3, 1962.


The result of votes cast at the Annual Town Election was forwarded to the Secretary of State.


In accordance with Chapter 51, Section 61, the return of registered voters at the close of registration on February 9, 1962, was forwarded to the Secretary of State.


In accordance with Chapter 54, Section 132, the number of persons who voted in each precinct was forwarded to Secretary of State.


In connection with the work of the Department of Cor- porations and Taxation, a list of Town Officials was forwarded to Director of Accounts.

ANNUAL TOWN MEETING


MARCH 12, 1962


Meeting was called to order at 7:00 P.M., by Moderator Willard R. Stark.


VOTED: That the reading of the warrant by the town clerk be dispensed with.


A minute of silence was observed, paying respect to seven of our fine citizens who have passed beyond during the year. Messrs. Raymond J. Varin, Registrar; Herbert H. Michon, Agent; Oswald Meunier, Constable; George H. Braman, Teach- er; Ovila J. Martin, Policeman; Alfred J. Peloquin, former Se- lectman, and James Robertson, High School Principal. They served our community well. Their passing leaves a gap in the life of our town that only time can close.


Article 1: To hear and act on the reports of the town of- ficers.


VOTED: To accept the reports of the town officers as. printed in the town report.


The moderator stated: "Recommendations of the Finance Committee to be considered as motions and said motions duly seconded. Substitute motions may be presented from the floor."


Article 2. To see if the town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in accordance with Chapter 44, Sec- tion 4, of the General Laws and to renew notes as provided by Chapter 44, Section 17.

Article 3. To see if the town will vote to authorize the Selectmen to cause an audit to be made of the town's accounts of 1962, or act anything thereon.

Article 5. To see if the town will vote to amend Section 2 and 3 of Article MCX of the town by-laws, the Classification

and Compensation Plan, by deleting the words "Exhibit A, B1, 2 and 3" from Section 2 and inserting in place thereof the words "Exhibit A," so that said Section 2 shall read as follows:


"Section 2 - The Classification Plan - A plan classifying certain positions in the service of the town into groups and classes doing substantially similar work or having substantially equal responsibilities is hereby established, said plan to be known as the Classification Plan, being set forth in Exhibit A, annexed hereto and being hereby made a part hereof."


And by the addition of the word "intermediate" after the word "minimum" and by the addition of the following: "being set forth in Exhibits B, B-1, B-2, B-3 and B-4, annexed hereto and being hereby made a part hereof," after the words Classi- fication Plan and by deleting the words "the annual," in Sec- tion 3 so that Section 3 shall read as follows:


"Section 2 - The Compensation Plan - The Compensa- tion Plan when established by vote of the town, shall consist of minimum, intermediate and maximum salaries and wages to be paid to all employees of the town in any position sub- ject to the Classification Plan, being set forth in Exhibit B, B-1, B-2, B-3 and B-4, annexed hereto and being hereby made a part hereof, and the Compensation Plan may be amended from time to time by vote of town meeting," or act anything thereon.
