He has forbidden his Governors to pass laws of immediate and pressing Importance, unless suspended in their Operation untill his Assent should be obtained ; and when so suspended, he has utterly neglected to attend to them.
He has refused to pass other Laws for the accommodation of large Districts of People, unless those People would relinquish the Right of Representation in the Legislature, a Right inestimable to them and formidable to Tyrants only.
He has called togeather Legislative Bodies at Places unusual uncomfortable, and distant from the Depository of their publick Records, for the sole purpose of Fatiguing them into Compliance with his Measures.
He has dissolved Representative Houses repeatedly, for oppos- ing with manly Firmness his Invasions on the Rights of the Peo- ple
He has refused for a long Time, after such Dissolutions, to cause others to be elected ; whereby the Legislative Powers, incapable of Annihilation, have returned to the People at large for their Exer- cise ; the State remaining in the mean Time exposed to all the Dangers of Invasion from without, and convulsions within.
He has endeavoured to prevent the Population of these States ; for that purpose obstructing the Laws for Naturalization of For- eigners ; refusing to pass others to encourage their migrations hither, and raising the conditions of new appropriations of Lands.
He has obstructed the administration of Justice, by refusing his assent to Laws for establishing Judiciary Powers.
He has made judges dependent on his Will alone, for the Ten- ure of their offices, and the amount & Payment of their Salaries.
He has erected a multitude of new offices, and sent hither swarms of officers to harrass our People and eat out their sub- stance.
He has kept amoung us, in Times of Peace, Standing Armies without the consent of our Legislatures.
He has effected to Render the Military independent of, and supe- rior to the civil power.
He has combined with others to subject us to a Jurisdiction for- eign to our Constitution, and unacknowledged by our Laws ; giv- ing his assent to their acts of pretended Legislation.
For quartering large Bodies of armed Troops among us :
For protecting them, by a mock Trial from Punishment for any Murders which they should commit on the Inhabitants of these States :
For cutting off our Trade with all parts of the World :
For imposing Taxes on us without our consent :
For depriving us, in many cases, of the Benefits of Trial by Jury :
For transporting us beyond seas to be tried for pretended of- fences :
For abolishing the free system of English Laws in a neighbour- ing Province, establishing therein an arbitrary Government, and enlarging its Boundaries, so as to render it at once an Example

and fit Instrument for introducing the same absolute Rule into these Colonies.
For taking away our Charters, abolishing our most valuable Laws, and altering fundamentally the Forms of our Governments :
For suspending our own Legislatures, and declaring themselves invested with power to Legislate for us in all cases whatsoever.
He has abdicated Government here, by declaring us out of his Protection and Waging War against us.
[303] He has plundered our Seas, ravaged our coasts, burnt our Towns, and destroyed the Lives of our People.
He is, at this Time transporting large armies of foreign Mer- cenaries to compleat the Work of Death, Desolation, and Tyranny, already begun with Circumstances of cruelty and Perfidy scarcely parralleled in the most barbarous Ages, and Totally unworthy the Head of a civilized Nation.
He has constrained our Fellow Citizens, taken Captive on the High Seas, to bear Arms against their Country ; to become the Executioners of their Friends and Brethren or to fall themselves by their Hands.
He has excited Domestic Insurrections amongst us, and has en- deavoured to bring on the Inhabitants of our Frontiers, the mer- ciless Indian Savages, whose known Rule of Warfare, is an undis- tinguished Destruction of all ages, sexes, and conditions.
In every Stage of these Oppressions we have petitioned for Re- dress, in the most humble Terms : our repeated Petitions have been answered only by repeated Injurys ! A Prince, whose Charac- ter is thus marked by every act which may define a Tyrant, is unfit to be the Ruler of a Free People !
Nor have we been wanting in Attention to our British Brethren. We have warned them from Time to Time of attempts by their Legislature to extend an unwarrantable Jurisdiction over us. We have reminded them of the circumstances of our Emigration and settlement here. We have appealed to their native Justice and magnanimity, and we have conjured them by the Ties of our com- mon kindred to disavow these Usurpations, which would inevitably interrupt our Connexions and correspondence. They too have been deaf to the Voice of Justice and of Consanguinity, we must, therefore acquiesce in the necessity which denounces our separa- tion, and hold them as we hold the rest of mankind, Enemies in War; in Peace, Friends.
We therefore the Representatives of the United States of Amer- ica, in General Congress assembled, appealing to the Supreme Judge of the world for the Rectitude of our Intentions, do, in the Name and by the authority of the Good People of these Colonies, solemnly Publish and Declare, that these United Colonies are, and of right ought to be Free and Independent States : that they are absolved from all Allegiance to the British Crown ; and that all political connexions between them and the State of Great Britain, is and ought to be totally dissolved : and that as Free and Independent states, they have full Power to levy War, con- clude Peace, contract alliances, establish Commerce, and to do all

other Acts and Things which Independant States may of Right do. And for the support of this Declaration with a firm Reliance on the Protection of Divine Providence, we [304] mutually pledge to each other our Lives, our Fortunes, and our Sacred Honor.

Warrant. The Freeholders and other Inhabitants of the Town of Braintree Qualify'd to vote in Town affairs being assembled at the meeting House in the middle Precenct in sd Town pursuant to Legall Warrants, the Particulars are as follows.
Viz. after a moderator chosen.
First To see if the Town will augment the wages of those men that are ordered by the General Court to be Draughted to go on the present Expidition
Moderator. Assembled as aforesaid Samuel Niles Esq™. mod- erator.
Encouragement Voted, to augment the wages including what is allow'd by the General Court to Five pounds & month for each man that shall engage in the present expidition provided he shall march out of this State, during the Time he is in the service.
Selectmen & Committee impowd to hire. Voted, That in case there is not a sufficient number of the Inhabitants of this Town which shall Inlist immediately for the encouragement above offered, Then the Field Officer, together with the Selectmen & Com. of Correspondence be impowered to hire the men in any Town for the same Encouragement.
Adjournment. Then the meeting was adjournd to monday next 4, o'clock afternoon.

the Meeting House in the middle precenct in said Town pursuant to Legall Warrant, the particulars are as follows viz) after a moderator chosen
First, To see if the Town will direct their Treasurer to call in so much of the Towns Money that is upon Interest as is sufficient to Defrey the Charges of the Town this present year, or otherwise Raise a sum that may be Sufficient for the purpose aforesaid
Secondly, To Consider & Determine whether the Town will in Complyance with a Resolve of the House of Representatives of this state of the 17th. of September last, Consent that said House together with the Council of said State, should agree upon a Con- stitution and form of Government.
Moderator. Assembled as aforesaid, Dea". James Penniman, Modr.
Treas". to Rece Indorse any sum on the Bond. Voted, that the Treasurer be directed to Receive of those persons that are In- debted to the Town any sum that is agreeable to them to pay & endorse the same on their Bonds, & make Report to the Town of what sum he has received upon the adjournment of this meeting.
Adjournment. The meeting being thin it was thought proper not to act on the other Article that is in the Warrant but to adjourn, accordingly, it was Voted to adjourn this meeting to monday the 16th. instant at one o'clock in the afternoon at this place.
Decr. 2ª.
The Freeholders and other Inhabitants of the Town of Brain- tree being assembled by adjournment from the 26th. of November last. The Moderator not being present the Cleark calld for a nomination for a Moderator pro Temporary, Dec" Penniman was chose.
Encouragement of 20s. a month, in addition to the former vote. Voted, to allow to each soldier that shall engage in the Present Expedition twenty shillings a month, during the Time he is in the Service in addition to the sum that was Voted, the 26th. of Novr.
Meeting dissolvd. Then the Meeting was adjournd to Mon- day the 16th. inst. after the other meeting, at this Place. This. meeting was dismised Dec. 16th.
Decr. 16th.
Assembled and adjourned. The Freeholders and other Inhabi- tants of the Town of Braintree being assembled by adjournment. from the second Day of this Instant. The meeting being thin was thought proper to adjourn, accordingly it was Voted to adjourn this meeting for three Weeks from this Day to meet at this place at two oclock in the afternoon.

Money Raised Voted, That the sum of Nine Hundred pounds be assessed on the Polls and Rateable Estates within said Town Towards defreying the Charges of said Town.
adjourned. Voted, to adjourn this meeting to the same Day that the Anniversary Town meeting in March for the choice of Town officers is ; after that meeting is over.

Warrants. The Freeholders and other Inhabitants of the Town of Braintree Qualify'd to vote in Town affairs being assembled at the meeting House in the middle precenct in said Town Pursuant Legall Warrants, the Particulars are as follows, after a Moderator chosen &c.
First, To consider and do what the Town may think proper for the Encouragement of Inlisting men for the Continental Army now Required.
Secondly, For the Town to Determine with Respect to the Poll Tax of those in the Continental army Last sumer in the Town tax, as they are Excused in the Province Tax.
Moderator. Assembled as aforesaid Dec". James Penniman Moderator.
Voted, to choose a Committee to hire the men that are Requested by the General Court to be raised in this Town for the Continen- tal Army.
Come for hireing men. Voted, that this Committee Consist of Twenty seven 9 in each parish afterward there was one more added in each parish which makes 30 in all who are impowered by the Town to hire such men as will answer, upon the Reasonablest Terms they can be had, then Norton Quincy Esq. Capt. Edmund Billings, Capt P. B. Adams, Dec" Arnold, Dec". Adams, Mr. James Clark, Lieut. Joseph Baxter, Capt. Thomson Baxter, Capt. John Hall, Capt. Moses Brackitt, Dec". Penniman, Cap Wales, Cap French, Cap. Vinton, Cap Holbrook Lieut Thomas Hollis, Cap Wild, Eben. Thayer 3d Mr Az. Faxon, Cap White Colº Bass, Cap Sawen, Cap Penniman, Mr Joseph Gouch, Ens". Spear, Lieut Hayward, Lieut Moses Spear, Lieut. Jacob Wales, Dec" Wild and Lieut Linsfield was chosen for said Committee.
Those in the Cont1. Army Exempt from Poll tax. Voted, to Exempt those person from their Poll Tax to the Town Tax who was in the Continental Army last sumer & marchd to New York as Soldiers in sª Cont. Army.
Selectmen to Borrow Money. Voted, the Select men be direct- ed to Borrow the money that may be wanted to hire the men for the Continental Army & furnish the above sd Com. therewith as it may be wanted to pay of the men. Adjourned to March 3ª at this Place 9 o'clock in morning.

Selectmen draw the money out the Treasury - The Freehol- ders & other Inhabitants of the Town of Braintree being assem- bled by adjournment from the 17th. of Feby last, Voted, the

Anno Domini 1777. The Anniversary Town Meeting for the Choice of Town Officers &c.
The Freeholders and other Inhabitants of the Town of Brain- tree, Qualify'd to vote in Town affairs being assembled, at the Meeting House in the Middle Precenct in said Town, Pursuant to Legall Warrants to Transact the affairs of said Town Particulars whereof as inserted in said Warrants are as follows
Viz. After a Moderator Chosen &c.
First, To Choose all such Town Officers for the Ensuing year as the Law directs, also a Committee of Safety agreeable to the Resolves of the General Court, also, bring in their votes for a County Treasurer, within said County.
Secondly, To Consider and Determine respecting the Town's vote in Jany. 1775, with Relation to paying the train band Soldiers for their Exercise in February and March, 1775.
Thirdly, To see if the Town will allow of an Inoculating Hos- pital for the Small Pox in the South Parish in said Town.
Fourthly, To Determine respecting the repairing the Highways with said Town the Ensuing Year.
Fifthly, To hear the Report of any Committee or choose any Committees that may be necessary.
Moderator. Assembled as aforesaid Deac". James Penniman Moderator.
Clerk & Treas'. Nominated and chose Ebenezer Thayer Ter- tius Town Clerk & also Treasurer for the ensuing year
Consle allowance Constable Then Proceeded to the choice of Constables, after Voting to allow to each Constable that Serve the Ensuing year forty shillings for Collecting the Tax's The Town to make what allowance to the Treasurer the end of the year they shall think Proper for his services. Joseph Baxter, Caleb Hobart Jr & Noah Thayer, chosen Constables.
Selectmen Voted, to choose seven Selectmen for the Ensuing Year, who may serve the Town as Selectmen, Overseers of the Poor, and Assessors and that they serve the Town Gratis, Except- ing as assessors, and to be Chosen two in each Precenct and one at Large, then the following Gentlemen were chosen. Capt. Peter Boylston Adams, Dec". Daniel Arnold, Mr. Hobart Clark, Capt Samuel Holbrook, Jonathan Bass, Esq'. Thomas Penniman Esq'. and Norton Quincy Esqr.
Then a motion was made & second. to take up the third artical in the Warrants and act upon it this Time, the Question being putt, past in the affirmative

Come for fish. Voted, That Cap Wales, Cap Thayer, & Cap. French be a Committee to see the Fish are not obstructed in their pasing to and from the Ponds, by dams and are not taken on any other Day in the Week only the same as was the last year (viz) Monday, Wednesday & Fridays.

nell within the Limits of this Town for Smelts. Voted, to choose a Committee to see that the Fish called Smelts are not obstructed by fishing in the Channell.
Come to prevent the obstructing of the Smelts in the Channell. Capt". Thomas White, Mest. Samuel Arnold & William Allen was chose a Come. for the above purpose, who are also to apply to the Town of Weymouth at their meeting and desire of them to pass a Vote to prevent any body from Obstructing the smelts in the Channell in the Fore River so called) within the limits of their Town.
County Treas". The Votes were brought in for a County Treas- urer and sealed up.
Militia to be paid for exercising Voted, the Selectmen Exam- ine the militia Rolls for their Training in the month of February and March 1775, and draw upon the Treasurer for the sum that is Due on each Roll in favour of the Commanding Officers of each Company, and that they are to pay it to the respective persons bourn on said Rolls.
Amunition to remain with those that have it Voted, that the ammunition that has been draw'd out of the Town's stock upon the alarms Remains in the hands of those who have it 'till the further Orders of this Town.
Com to Treat wh Doct" Wales Voted, to choose a Committee to Treat with Doctr. Wales with respect to his Inoculation for the Small pox, contrary to the vote of Town and make Report to this meeting upon the adjournment. accordingly, Capt Vinton, Capt Adams & Lieut Niles was chose.
Voted to choose a Come. to settle with Treas". Voted, To Choose a Committee of three, to settle with the Heirs of Elisha Niles Esqr. decsd. the former Treasurer, and to settle with the present Treas- urer & also to consider Respecting some Orders & Recepts & (Minutes) of their former Treasurers which are lost or miss layd. & act upon them as they think proper.
Acceptd. of Jnº. Hobart secd as Constable Then Mr. Caleb Ho- bart Junr. presented his son John Hobart secd to serve as Consta- ble in his place & stead. The Town Voted to accept the said John Hobart secd. to serve as Constable &c provided the said Caleb, gives Bonds for the Towns Security as usual.
Come. to settle with Treas'. The Committee appointed to settle with the Treasurer and for the purposes aforesaid are Dec". Pen- niman, Deca Arnold & Capt Wales.
Voted, To adjourn this meeting to Tuesday 25, inst. 4 o'clock P.M. this place.

The Freeholders and other Inhabitants of the Town of Braintree being assembled by adjournment from the 12th. inst. to act on ar- ticles contained in the Warrants for the anniversary Town Meet- ing in March.
Conste. South Parish. Voted, To excuse Noah Thayer from serving as constable the ensuing year, made choice of Ens". Isaac Spear to serve as Constable the ensuing year.
Report of the Come Respecg. the Hospital. The Committee ap- pointed to treat with Doct. Wales, Reported they had waited on him & had measured the distance from the Hospital to the Road & found it to be one Hundred and fifteen roods.
The meeting being thin, Voted to postpone the affair of the Hospital untill our anniversary Town Meeting in May next.
Come to lay Doctr. Wales under Restrictions Voted, to choose a Committee (of five men) to lay Doctr. Wales under such Restric- tions as they think proper. accordingly Cap Penniman, Capt Sawen, Lieut. Eph. Thayer, Cap Wild & Lieu Moses Spear were chose for that purpose.
Then the Meeting was adjourned to Monday 14th. of April next 2 o'Clock P.M. this place.
April 14th.
The Freeholders and other Inhabitants of the Town of Braintree being assembled by adjournment from the 25th. March to act on the Warrants for the Anniversary Town Meeting in March.
Acceptd of Isaac Spear Jun" as Consle Then Ens". Isaac Spear presented his son Isaac Spear, jun to serve as Constable in his place and stead. The Town Voted, to accept the said Isaac Spear Junr. to serve as Constable &c. provided the said Isaac Spear Senior gives Bonds for the Towns Security as usual. the Business being finished the Moderator Desolvd the Meetg.
April 14th.
