RICHLAND CENTRE. A rural postoffice in Richland township, Fulton county, 8 miles northwest of Rochester, the seat of justice and place for banking. Tiosa, 3 miles east on the I., P. & C. Div. RICHLAND CITY. Spencer county. (See Lake).
RICHMOND. The county seat of Wayne county, was platted in 1816 by Jolın Smith, incorporated a town in 1818, and as a city in 1840. It is now one of the most important commercial and manufacturing cities in the State, and is rapidly increasing in population and importance. This is now known as an important railroad centre, being the northern terminus of the C., R. & C .; southern of the G. R. & I .; eastern of the D. & W., and eastern of the R. & S. L. Div. of the P., C. & St. L. R. R., and is traversed by main line of the last mention- ed road. It is distant from Cincinnati, 70; Indianapolis, 69; Dayton, 41; Columbus, O., 120; Fort Wayne, 92; and Chicago, 224 miles. The Union Depot is very commo- dious, and is used by all roads as a pas-
senger station. Richmond derives an extensive trade from the very fertile agricultural district by which it is surrounded, and has no less than 13 good gravel roads reaching to the uttermost corners of the county. The city is very compactly built, its business houses are principally of brick, and of a very substan- tial character. It has good county build- ings, handsome residences, wide' streets, well lighted by gas, and traversed by street railway, telephone exchange, and a paid fire department, consisting of 2 steamers with hose carriages, a hook and ladder company, and well equipped with all mod- · ern improvements. The city has most ex- cellent religious and educational facilities. Its public schools are unexcelled, employ- ing 55 teachers, who furnish instruction to nearly 3,700 pupils. These, with several pri- vate schools, a telegraph institution and the Earlham College, constitute the list of ed- ucational institutions. There are in all 26 church edifices, representing nearly all the popular religious denominations. The Morrison Library, comprising over 10,000 volumes donated by the late Robert Morrison and the Wayne county Library Association, with 2,500 volumes comprise the literary facilities of the city. Its charit- able institutions include the Orphans' Home, Home for Friendless Women and the Wernley Orphans' Home. Richmond has a population of 16,000, carries a bonded debt of-$43,000 has real and personal prop- erty (assessed value) amounting to over 8,000,000, and supports 4 banks-1 prvate, and 3 national-several hotels, 2 theaters
