FATHERLESS CHILDREN OF FRANCE

The Springfield Committee of the Fatherless Children of France was formed in May, 1917. The object of the organization was the relief of needy French children under sixteen years of age whose fathers had been killed in the World War. An essential feature of this work was assistance given to the mothers of the children, enabling them to be kept at home or under the care of a guardian, if they were orphans, so that they could be brought up under as. nearly normal conditions as possible, and in the faith of their fathers.
The sum required to sustain one fatherless child during a year was $36.50, and the funds obtained by the Society in America were sent direct to a distributing banking firm in New York who forwarded it to their Paris representatives to be paid to the mothers or guardians of the "adopted" children in France.
The Fatherless Children of France committee in Springfield united with The American Fund for French Wounded organization in giving benefits and otherwise raising funds to carry on the work of their organizations, and received the hearty support and cooperation of the people of Sangamon county.
Some of the children of France were "adopted" by local people for periods of from one to four years, and many of the foster parents expressed their determination to look after the future and education of their charges over the seas.
Three hundred and forty-four children of France were "adopted" by Sangamon county people, at a cost of $11,826; two hundred for two years, at a cost of $14,600; thirty-three for three years, at a cost of $3,613.50 ; five for four years, at a cost of $730. This made a total of $30,769.50 subscribed by Sangamon county for the care of five hundred and sixty-two children of the Land of the Lilies destituted by war.
The French government sent an expression of appreciation of the efforts of the Sangamon county committee.
The committee in Sangamon county extended its activities into several other counties, with the chairmen of these committees under the direction of the local committee.

AMERICAN FUND FOR FRENCH WOUNDED
The American Fund for French Wounded started its work of emergency relief for the sufferers of France in April, 1915, as part of the English organization.
The organization grew so rapidly in the United States that an independent American society was formed, with a distributing depot in Paris, France.
In February, 1916, a branch of the organization was formed in Springfield, and the local committee of the American Fund for French Wounded continued from that time its work of making garments, surgical dressings and comfort bags until the spring of 1919.
The organization for the three years of the existence of the local committee was as follows :

The War Mothers' Club was organized for the purpose of "adopting" as "War Daughters" the girls and women from Sangamon county who entered any branch of service for their country.
The organization consisted of the officers of the club and the members who adopted war daughters. Mrs. Euclid B. Rogers served as president of the War Mothers' Club; Mrs. Harry G. Swirles, secretary; and Mrs. R. D. Berry, treasurer.

A Service Flag containing a star for each girl in service was dedicated to them and placed in the Y. W. C. A. in Springfield. . One Gold Star for Miss Geneva Casstevens, a Nurse in Unit W who lost her life while working with the flu epidemic at Camp Knotty Ash, England, made that flag a thing very precious and wonderful.
The girls so honored were Red Cross and Army Nurses, Red Cross Workers, Y. W. C. A. and Y. M. C. A. Workers, Telephone Girls in the Signal Corps, girls in the service of the American Fund for French Wounded and the Fatherless Children of France, and girls who had enlisted in the Navy.
COMMUNITY BAND FUND COMMITTEE
The Community Band Fund Committee was organized in the spring of 1918, and was licensed under the State Council of Defense.
The purpose of the committee was to raise money to pay for band music when draft contingents left the city for army camps.
Approximately $3,500 was raised by the committee, and expended for band music on the occasion when contingents departed for camp. Much of this money was realized from subscriptions, appeals for which were made through the newspapers.
In October, 1918, the Community Band Fund Committee gave a Military Ball at the State Arsenal, and approximately $2,000 was cleared as the proceeds of the ball, adding to the funds in the committee's treasury.
The officers of the committee were: Dr. J. Bank, Chairman; Miss Nellie Browne Duff, Vice Chairman and Secretary ; and Oscar Stitt, Treasurer. Mr. Stitt was succeeded by David A. Alkire, cashier of Ridgely-Farmers State Bank, as treas- urer, and the funds raised by the committee were deposited in this bank. The com- mittee was organized by Dr. Bank and Miss Nellie Browne Duff.
When the War ended, about four hundred dollars remained in the Community Band Fund treasury. This money was donated to the expenses of the Homecoming Celebration.
UNITED WAR WORK, Y. M. C. A., AND OTHER WAR DRIVES
In November, 1918, the United War Work Campaign for the 1919 needs of the Y. M. C. A., Y. W. C. A., Knights of Columbus, Jewish Welfare Board, Salvation Army, American Library Association, and War Camps Community Service was held in Sangamon county under the direction of Chairman Lewis N. Wiggins.
A quota of $136,000 was assigned to Sangamon county. This quota was exceeded in the drive, during which $160,000 was raised. Rev. Hartmann was Vice Chairman for Sangamon county, and Robert C. Lanphier City Chairman for Springfield for the United War Work Campaign.
Y. M. C. A.
The War Work campaigns of the Young Men's Christian Association were staged in Sangamon County under the direction of Dr. J. A. Wheeler and Rev. Hartmann. Dr. T. J. Knudson was City Chairman of the Y. M. C. A. War organization.
Y. W. C. A.
The War Work campaigns of the Young Woman's Christian Association in Sangamon county were staged under the direction of the Springfield Y. W. C. A. as a central headquarters, for which Miss May I. Bambridge, General Secretary of the Y. W. C. A., was directing chairman.
SALVATION ARMY
The Salvation Army War drives, previous to the United War Work campaign. was staged in Sangamon county by the Elks lodge.

CAPITAL CITY BAND
The Capital City Band was organized in 1884, and was originally the Juvenile Band of Springfield. Fred W. Blood, who directed the band during the World War and subsequently, was a charter member of the organization and became its director in 1900, serving continuously. Julius C. Skoog was the manager of the band during the World War, and held that position for fifteen years.
For twelve years of its existence the Capital City Band was a State Regimental band. It divided duties with the Illinois Watch Company Band during the World War to play for patriotic meetings, to assist with big War drives, and to play when draft contingents left the city.
