Jos,2 John '), ha> had an unusually successful career, and it may be truthfully said of him that he never made an enemy nor committed an aet inconsistent with his exalted ideas of manly honor and business integrity. He is known as one of the best engineers of the West, and prominently identified with the development and progress of Wis- consin, his adopted State, and, in fact, with that of the entire Northwest. He was educ. in W., and his first experience as a civil engineer was in 1814, as one of the Eng. Corps of the N. Y. & N. Haven R. R .; shortly after he was engaged on the Cheshire (N. H.) R. R., and from 1847-50 he was div. eng'r of the Rutland & Bur- lington R. R., in Vt .; from 1850-52 in the same position on the West. VI. R. R .. and chief engineer of the La Crosse & Milwaukee (Wis.) R. R. from 1853-66. The construction of this road (now part of the main line of the Chicago, Milwaukee & St. Paul R. R.) was entirely in Mr. Sill's hands, and involved several seemingly im- possible engineering feats, which, however, were successfully accomplished. At the close of this work, Mr. S. retired from engineering and engaged in real estate. lumber, and log operations; but, 1881-83, he again took up his ohl profession, tak. ing the entire charge of the Chippewa Valley & Lake Superior R. R. From 1880- '81 he was receiver for the closing up of the Black River Lumber Co.'s affairs, with assets of $250,000; and later acted as adi'r of a lumber estate of over half a mil- lion of dollars. He also settled a number of other large estates. From 1877-1881 he traveled, by carriage, many hundred miles in Dakota, locating for R. R. routes for the ( .. M. & St. Paul R. R., and over several of the routes of his selection rail- roads are now running. Yale Coll. 1852; attended lectures for a year in Yale Law School, and after wards became a student in the law-office of the late Gov. Rich. D. Hubbard at Hartford; was adm. to the bar, 1854, and has ever since continued in the artive practice of his profession. For 36 yrs, he has been a Justice of the Peace; was for many yrs, a prosecuting Grand Juror and a side. judge of the Hartford City Court; and, from 1871-73, Recorder, or Judge of the same Ct .: has also served 3 yrs. in the 11. Common Council, part of the time as an Alderman. During the Civil War, Mr. Sill was especially active in the Union cause, and it was in his office that the First Company of Conn. prominent Republican; but. in that year, under the lead of Horace Greeley, be became a Liberal Republican, believing that a more conciliatory policy should be pursued towards the South. In 1873 be was nominated for Lieut .- Governor on the ticket headed by Chas. R. Ingersoll of New Haven, and was elected by a handsome majority; and re-elected to the same office in 1874-75-76. In 1882 Gov. Sill was elected to the Gen. Assembly as representative from Hartford, and was the Demo- cratic nominee for Speaker of the House. In March, 1888, he was nominated by Pres. Cleveland as U. S. Dist. Atty. for the Dist. of Conn., and was confirmed by the Senate, and is still (Mch., 1892) serving as such. In commercial and financial circles he has always been prominent. and is identified with some of the most important financial and commercial concerns of Hartford and vicinity. Telegram; in 1888 he became editor of the Winsted (Conn.) Daily Citizen, and in Jan .. 1889, became editorial paragrapher of the Minne- apolis (Minn.) Tribune, in which capacity he soon won more than a mere local reputation. He then became managing editor and paragrapher on the St. Joseph (Mo.) Daily News; but his health fail. ing, in the late summer of '90 be left Mo. and trav- eled extensively abroad. Attempting to resume his duties on the Veres, his health again forced him to leave the West, since which he has been of the editorial staff of the ltfd. (Conn.) Post. He has also for several yre. been a regular contrib. to Puck, Life, and The Judge, and is much appreciated as a writer of short stories and humorons sketches.
