In connection with the advancement of trading interests, John Higley made voyages to the Island, as well as coast-wise trips. The tradition of the family is that he owned vessels plying between the American coast and Barbadoes. There is ample evidence that he was one of the leading and prosperous merchants of early Windsor.
December, 1680, he was chosen constable for the town, the first public office to which he was elected. May 10, 1683, his name was " propownded " as freeman and accepted at the term of the Gen. Ct. in the October following. During these years he added to his ownership of Windsor lands. About this time his attention was turned towards the settlement at Simsbury, and in 1654 he made purchase of the homestead, which, until the year 1679, had been the property of Simon Wolcott, and is claimed to have been the birthplace of his son, Gov. Roger Wolcott. To this estate John Higley removed with his family in 1684. He afterwards purchased adjoining tracts of land until his estates in the northern part of Simsbury extended from the village of Simsbury to the village of Salmon Brook, a distance of about five miles; and thence running from the Farmington River to the west mountain, a distance of fully three and a half miles, and included some of the best meadow lands in the township, as well as the present site of Tariffville. This region of country was afterwards called Higley Town, and was so known for more than one hundred and fifty years. He also was the owner of lands at Turkey Hills, and at a settle- ment called Scotland, and finally became the largest taxpayer in the township. He held lands at Windsor until his death, and these were divided among his children. Capt. John Higley was one of the seven who became the original proprietors of Simsbury in 1685 and was a leading spirit, taking an important part in all the pub- lic affairs of the town. In December. 1685, he was chosen one of the three select- men, to which position he was repeatedly re-elected for several years following.
In 1687 he was commissioned Ensign of the train-band. From this time on ward his whole life was connected with military service. In 1690 he received the commission of Lieutenant, "It was not until 1699," says Phelps, " that there were soldiers enough in the town to make up the complement of a full company, at which time Lieut. Higley was promoted to the captaincy- an office of great dignity in those days, and, with a single exception, the highest then known in the Colony." May, 1688, he was chosen Commissioner for Simsbury. This invested him with the power of a publie civil officer, whose duty was "the dispensation of justice." August, 1659, he was chosen "Deputie " to the General Assembly, and was elected to a seat in that body as Representative for thirty-seven terms held during the twenty-two years following. In 1691 he was again appointed by the General As- sembly a " Commissioner," which office he held by successive annual elections. until the Colonial Legislature in 1698 "provided by law a Commission for Justices. " To this oflice he received the first appointment for Hartford County, and filled it by annual election for twelve successive years. In 1910 he was appointed a "Jus- tier of the Quorum," an office akin to the County Court.
In the early days of the century [ 1705-2] he was prominently identified with the discovery and development of the rich copper mines at Copper Hill [now Granby]; he manufactured tar from his " pine plains"; and in 1205 received the honorable appointment as one of " Sundry principall gentlemen in this and other goverments to undertake the management of procuring masts and other navall stores for the supply of her fleet [Lady Queen Anne's]. and other shipping of the nation. of Hartford. He discovered a process for making steel, for which the Legislature of Conn. granted him a patent. His petition for the same is found upon the Windsor records. It was the first patent for this purpose applied for in this coun- try. But such difficulties were laid in the way by the stringent laws of Great Britain regulating manufacturing in the Colonies, that it does not appear that the steel-making was pursued to any extent.
Dr. Samuel Higley hell prominent appointments in town affairs, and was the owner of quantities of valuable lands. He owned and worked one of the copper mines in Simsbury. From the product of this mine he not only devised but manu factured a currency - the " Higley coppers," which were in circulation until the Revolution, and are said to have been the first copper coin put into circulation to any extent in the country. Specimens, which are now very rare, may be found in the collection of the Conn. Historical Society, and in the U. S. Mint at Philadelphia. " It is alleged." says the Visitors' Guide to the Mint, " that the fineness of the qual- ity of the copper made them sought after as an alloy of gold, and their use in this way may in part account for their present great scarcity. Crosby's Early Coins of America states that " the coin is said to have passed for two and sixpence (forty-two cents)." Another writer remarks: " Ile has certainly left evidence of having been an artist as well as a financier, for the creations of his genius and skill were for the times well executed."-[See Phelps' Hist.
