FAM. 37. William Wolcott5 (Gov.), (Chief Justice Oliver, Capt. David,3 Jons." Josias1), grad. Yale Coll .. 1810; " studied law at the then celebrated Law School at
Litchfield, Conn., under Judges Reeves and Gould, and in the office of his brother-in-law, Chief-Justice Williams. He was drawn towards the law by a natural taste and hereditary predilection, and pros- eented its study with great energy and high purpose .. He mastered it with great painstaking, neglecting not the slightest means to familiar- ize himself with it. It was his habit at this time to write on blank pages of the interleaved copies of the elementary works, which he had thus prepared for the purpose, all the new decisions in the American and English courts, thus keeping himself informed of the exact state of the law on any point that might arise. Ile was admitted to the bar in 1813, and in a city where the progress of a young lawyer is sel- dom rapid. his success was such that in 1817, when Judge Wil- liams, whose practice was second to none at the Connecticut bar, was elected to Congress, Mr. E. was GUV. tended practice, in which he continued with unabated ardor for sixteen years. In 1827 he was sent to the United States Congress as a Whig representative; continued there for five years, and resigned at the close of the twenty-third Congressional session. His congressional record was highly honorable to himself and satisfactory to his constituents; as a member of the Judiciary Committee, he was active in preparing measures to carry into effect Pres. Jackson's proclamation against the nullification of South Carolina; he was one of the Cong. committee to investigate the affairs of the U. S. Bank at Phila .; to him, more than to any one else, is due the extension of the Copyright Law; and he was the unflinching advo cate of a moderate protective policy, such as should develop home manufacture.
Returning to his home in 1834, he soon regained his lucrative practice: but, in 1838, was persuaded, much against his own wishes, to stand in nomination for Gov- ernor, and was elected by a large popular majority, and continued in the office four years, by successive re-elections. During this period he was twice offered and de- clined an election to the U. S. Senate. He continued at the bar until 1847, when the Legislature elected him a Judge of the Superior Court, and the Supreme Court of Errors. He remained on the bench as an associate Judge of the Supreme Court until his otlice expired (1861) by limitation of law upon arriving at the age of 70. Then, full of honors, and still in the use of his vigorous intellectual powers, he re- tired to the well-earned rest of private life - but not an idle life, for his interest in public affairs remained unabated.
Ile received the degree of LL. D. from Yale College in 1838; he was Professor of Law at Trinity College, Hartford; one of the original incorporators (and. at the time of his death, president of the Board of Directors) of the American Asylum, at Hartford, for the Education and Instruction of the Deaf and Dumb; president of the Board of Directors of the Hartford Retreat for the Insane.
He was a Puritan of the best stock. His honesty was of perfect whiteness. Rufus Choate once said of him, in a speech before a legislative committee of Mass., as a man of " hereditary capacity, purity, learning, and love of the law," adding, " If the land of the Shermans, and Griswolds, and Daggetts, and Williamses, rich as she is in learning and virtue, has a sounder lawyer, a more upright magistrate, or an honester man in her public service, I know not his name." In Judge Ellsworth were hereditary qualities of great mental and moral worth. Like his father, the Chief Justice, he was remarkable for the simplicity of his tastes and habits. In manner he was dignified; in person he was tall and timely proportioned, with as fine a personal presence and bearing as any man of his time; he was a good speaker and had a fine voice; in conversation he was earnest and sincere, and all his intercourse was marked by kindness and integrity of nature. The crown of his enduring char- acter was his Christian walk and conversation. He early professed Christ and, ever after, through all his membership in the old Centre church of Hartford, was an humble and faithful follower of his Lord.
Ile delighted in theological studies and discussions, and took a very active part in religious movements. Ile was a prominent friend of the great charitable and missionary enterprises: was much interested in Sunday-schools, and even after he haul attained a high official position, he continued his duties as a teacher in the school connected with his church. From 1821 until his death, a period of 47 years, he held the office of deacon in the Centre church. In all things he was an admira- ble representative of New England, a man of old-time integrity, sincerity, solidity of character .- Sermon preached at the Funeral of Hon. W. W. Ellsworth, by Rir. Giro. Il. Gould, Pastor of the Centre Church, de., etc., Hartford, INGS, Psalm xii. 1.

In 1832 he was appointed by President Jackson as Chief Commissioner among the Indian tribes to the south and west of Arkansas. In this service he made several extensive journeys towards the Rocky Mountains, in one of which he was accompanied by Washington Irving, who thus obtained the materials for his " Tonr on the Prairies." At the end of two years Mr. E. was placed at the head of the U. S. Patent Office, a position which he held for ten years, and was then appointed U. S. Land Commissioner, and settled at Lafayette, Ind. Here he made extensive entries of the public lands in that State, which resulted in making him the largest landholder and farmer in the West. Failure of health induced him to remove to Fair Haven, Conn., in 1856, where he d. 2: Dec., 1858. Before his death he was enthusiastic in his belief that the time would come when steam would be used to plow the great western prairies and to secure the erops, etc. Indeed these views were afterwards brought up, after his death, when his will was being contested, to prove his unsoundness of mind and incapacity to make a will!
