In 1786 he was elected Lieutenant-Governor of Connecticut, and annually there- after until he was chosen Governor. In November, 1787, he was chosen a member of the State Convention which adopted the Constitution of the United States. In November, 1789, he was appointed by the State. with Samuel H. Parsons and Jas. Davenport, to hold a treaty with the Wyandotte and other Indians for the extin- guishment of their title to the Western Reserve of Connecticut. In the fall of 1796 he was chosen a Presidential Elector, in which capacity he voted for John Adams and Thomas Pinckney, and the same year was chosen Governor of Connecticut, which otlice he held until his death, at L., 1 Dec., 1796, on his 71st birthday.


In person Gov. Wolcott was tall, erect, and of dignified appearance and bear- ing; his complexion was dark; his features bore the impress of an iron will, and their general expression was sedate. Firm in his own opinion, he was ever defer- ent to the opinions of others. Ile was intimately acquainted with public law, and received from Yale College the honorary degree of LL.D. "Of unswerving integ- rity; of devoted patriotism; a sincere and humble Christian, untainted by bigotry or intolerance; exemplary in his private as well as his public relations; possessing natural abilities not brilliant but sound; of indefatigable industry and immovable resolution - the State had no truer servant and no better citizen." - W. FAM. 41. Oliver 5 (Gov.) (Gor. Olirer,4 Gor. Roger,8 Simon,2 Henry1 ), graduated from Yale College in 1778; during his college course (April, 1777) he volunteered in the militia to repel the invasion of Danbury, by Gov. Tryon, and was in a skirmish at Wilton. After graduation he commeneed the study of law under Judge Reeve, at Litchfield; in November, 1779 (after the destruction of Fairfield and Norwalk), he attended his father to the coast as a volunteer aid; shortly after, accepted a quarter- master's commission in the service without relinquishing his professional studies. It was a period of great privation and distress, and the absence of his father in Congress threw upon him an almost insupportable burden in obtaining fuel and provisions for the family, and in keeping open the roads for the transportation of the army stores and ordnance under his charge. In January, 1781, at becoming of age, he was admitted to the bar, and, leaving home with only $3 in his pocket, accepted in Hartford a clerkship in the office of the Commissioner of Pay-Table, with a salary of about 50 cents a day, specie value. This year he took his M. A. in Yale College, his thesis being "In Agricultura in Republica Americana sit magis colonda quam Commercium." " His diligence in his employment had attracted the notice of the General Assembly, who, in January, 1782. unsolicited, appointed him one of the Commissioners, at that time the Central Board of Accounts. Being the junior member, it became a part of his duty to call upon the Council of Safety, at their almost daily sittings, and receive and execute their directions. Thus he became initiated into the system of conducting public affairs and personally known to many of the prominent characters in different departments. His labors from this time to the end of the war were incessant. In May, 1984, he was appointed a Commissioner for the State of Connecticut (with Oliver Ellsworth) to adjust and settle the accounts and elaims of the State against the United States. This duty, continued through several years, was in addition to his regular occupation on the Board of Pay-Table. In May, 1788, this board was abolished, and the office of Comptroller of Public Accounts ereated: he was appointed Comptroller, and so served until the establishment of the National Treasury, September, 1789, when he was appointed Auditor in the U. S. Treasury Department; removed to New York; was appointed Comptroller of the Treasury, June, 1791, and, February, 1795, See- retary of the same, holding the oflice through the balance of Washington's and nearly the whole of John Adams' administrations. Resigning in December, 1800, he was appointed, February, 1801, Judge of the United States Circuit Court; after- wards entered business as merchant in New York; in 1817, returned to Litebtield, was elected Governor of Connecticut, and was re-elected ten years successively, elosing his administration 1827.

chair of Conn., he presented in himself the culmination of all their virtues and abil- ities, as man, citizen, and statesman. His literary tastes were highly cultivated, and from Brown Univ., the Coll. of N. J., and Yale, he received the honorary deg. of LL.D. Ile d. 1 June, 1833. In person he was of ordinary size, inclining with years to corpulence; head large, countenance strongly delineated and expressive; possessed much dignity of manner, a disposition sedate, but cheerful, and with some caustic humor. He m. 1 June, 1785, Elizabeth (only dan. of Capt. John) Stoughton, b. 27 Oct., 1767, d. 25 Sept., 1805. His wife, in personal appear- ance, gracefulness, and dignity, as well as in her solid virtues, was a fit helpmeet for so distinguished a husband. An anecdote of Mr. Tracy (U. S. Senator from Conn.), whose sarcasms were of old dreaded alike in the senate-chamber and the drawing room, has been preserved, at once commemorative of Mrs. Wolcott's attrac- tions and his own peculiar wit. Mr. Liston, the British Minister, who was thor- oughly English in his ideas, on some occasion remarked to him: " Your country- woman, Mrs. Wolcott, would be admired, even at St. James." "Sir," retorted Senator Tracy, " she is admired, even on Litchfield Itill." Children :
